Spooner , Contracts Administrator Contra Costa DATE: May 4, 1989 County Approval of Standard Contract #26-184 with suBJECT; Roche Biomedical Laboratories , Inc . SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Health Services Director to execute on behalf of the County, Standard Contract 426-184 with Roche Biomedical Laboratories , Inc. in the amount of $268 ,460 for the period May 1 , 1989 through April 30 , 1991 for outside clinical laboratory testing . II . FINANCIAL IMPACT : Source of funding for this Contract is the Department ' s Enterprise I Fund . Funds for this fiscal year are included in the Department ' s FY 1988-89 Budget , and funds for next fiscal year will be included in the Department ' s FY 1989-90 expenditure projections . Costs of services are charged to patients and appropriate third-party payors . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : The purpose of this contract is to provide for the performance of outside clinical laboratory tests , tests requiring equipment not available at County Hospital ' s laboratory, and rarely requested laboratory tests . The services provided through this contract are not available at Merrithew Memorial Hospital due to lack of resources , sophisticated technology, and experienced personnel . Because of the large number and diversity of labora- tory tests used by the medical community to make diagnoses , most hospitals have to utilize outside laboratories as it is too cost-prohibitive to provide all tests on site . Contra Costa County has utilized outside laboratories for over twenty-five years . The Department is participating in a laboratory services project through Pacific Health Alliance , a group of member hospitals seeking to reduce the costs of certain medical services while increasing both the quality and quantity of services . Pacific Health Alliance has chosen Roche Biomedical Laboratories as the primary vendor for outside laboratory services , and sub- sequently, the County negotiated a contract with Roche. Contract 426-184 has a two-year term because the Contractor has agreed to "lock in" its prices for this period.
