May 3 , 1989 COU* SUBJECT; SB 432 (Alqulst) Solid Waste: Tax Credit: Recycling SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Adopt a position of support for SB 432, as amended, (Alquist) Solid Waste: Tax Credit: Recycling. FINANCIAL IMPACT None. BACKGROUND This bill would provide a tax credit for those who purchase specified white paper, plastics and glass and recycle these wastes into salable products. It implements a recycling tax credit for the purpose of increasing the amount of materials recycled by encouraging such manufacturers to use recycled waste materials in their production processes. This bill is a re-introduction of SB 188 of 1987-88 . As Contra Costa County had supported this bill at that time, it would be appropriate to support the new bill as introduced and amended, as it does provide an effective means to stimulate California` s recycling industry.
