HomeMy WebLinkAboutMINUTES - 04041989 - S.1 TO: BOARD OF SUPERVISORS FROM: Supervisor Tom Powers Contra Costa DATE: March 28, 1989 County SUBJECT: Developer fee to Provide affordable housing and services to the Homeless SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Board of Supervisors of Contra Costa County ask the Director of the Community Development Department to develop a proposal to add development fees to every house above an as yet undetermined price range in the unincorporated areas of Contra Costa County. These fees on "high cost" housing will be used for the purposes of funding services to the homeless and providing more affordable housing opportunities to low and moderate income households. BACKGROUND: During the past winter, Contra Costa County has done more than ever before to assist homeless people. However, there continues to be a problem, and the county must act to increase housing assistance to those people in need. As a community, we must begin to take collective responsibility for the homeless problem and see it light of various trends in the Bay Area. As the Bay Area expands and as housing prices and rents increase, poor and moderate income families have a more difficult time finding housing. In addition, there is a need to develop economic opportunities as the Bay Area Economy changes in order to enable every resident to lead a productive life. These are all issues related to the growth of our region. By providing comprehensive services for the homeless and greater opportunities for people to find affordable housing, the Board of Supervisors will be taking positive action to address the housing crisis on behalf of all of its residents. The Board APPROVED IN CONCEPT the proposals to fund services for the homeless and to provide affordable housing; and DIRECTED the Community Development Director, County Administrator and County Counsel to explore the feasibility of the various options, including the concept of exclusionary zoning, and to report back to the Board with recommendations. The Board further REQUESTED the Community Development Director to provide the Board with an up-date on the housing elements of the General Plans of all of the cities in Contra Costa County.
