Boards, Committees and Commissions:
The Public and Environmental Health Advisory Board
The Mental Health Advisory Board
The Emergency Medical Care Committee
The I .T. Task Force
The G.B.F. Task Force
BACKGROUND:
Our Committee is reviewing all of the Advisory Boards, Committees
and Commissions which have either been created or reorganized by
the Board of Supervisors since July 1, 1983 . On March 27, 1989,
we met with staff and representatives of the above advisory
boards to review their composition and work plans. As the
attached reports indicate, each of these groups is either
required by State law or has been created by the Board of
Supervisors for a specific purpose which is still entirely valid.
We, are, therefore, recommending that each be continued without
any change in its composition.

Director of Health Education Board Analysis
Below is a brief response to a December 23, 1988 memo from Claude Van Marter
(attached), regarding advisory board actitivies. The response references the
Public and Environmental Health Advisory Board.
1. The advisory board is not required by either state or federal law. It
was established by the Board of Supervisors in conjunction with the
Health Services Department.
2. The PEHAB submitted a written report to the Board of Supervisors in
September, 1988. Periodic reports will follow.
3. There is no sunset date for this advisory board, nor is there a reason
for one. There will be an ongoing need for an advisory board of this
nature.
4. This advisory board is currently functional .
5. The data in the report is accurate.
6. No additional comments at this time.

MENTAL HEALTH ADVISORY BOARD
The California Welfare and Institutions Code (Short-Doyle Act) ,
Section 5604 requires that, "Each community mental health service
shall have an advisory board of 17 members appointed by the
governing body. One member of the advisory board shall be a
member of the local governing body. Not less than 51 percent of
the members of the advisory board shall be persons representative
of the public interest in mental health. "
The board functions to advise and advocate in the overall
planning and development of Contra Costa County' s mental health
effort. Specifically, the law defines the board' s functions as
follows:
1 . Review and evaluate the community' s mental health needs,
services, facilities and special problems.
2. Review the county Short-Doyle Plan which mandates
responsibility for provision of mental health services to county
residents.
3. Advise the governing body and the local mental health director
as to any aspects of the local mental health program.
4. Review and approve the procedures used to insure citizen and
professional involvement at all stages of establishment of the
Short-Doyle Plan.
5. Submit an annual report to the governing body.
6. Make recommendations regarding the appointment of a local
director of mental health services.
The activities in which the Contra Costa County Mental Health
Advisory Board has been engaged during the past year include the
following:
1. An annual report to the Board of Supervisors, the last
presentation was ,on April 25, 1988.
2 . Intermittent meetings with Mark Finucane to acquire an update
on planning for the new county hospital. Specific concerns
include:
a. A separate inpatient unit for severely emotionally
disturbed children and adolescents; and
b. A separate sub-acute unit for severely and persistently
mentally disabled adults.
3. Participation in the development of the Family Preservation
project.
.4 . ° Participation in the statewide Organization of Mental Health
Advisory Boards. A member of the Contra Costa Board is the
Vice-Chair of that group.
5 . Participation and support of the mental health system
redesign/planning.
6. Participation in the planning for the statewide Mental Health
. Coalition Rally.
7. Review national and state trends and participate in panels
which evaluate local services and recommend changes in
vocational, housing and case management services. Those changes
led to greater client independence and lower cost to the mental
health system.
8. Actively advocate for children and adolescents with severe
emotional disturbances and adults with severe and persistent
mental disabilities.
Due to the quality and quantity of participation, the Mental
Health Advisory Board is integral to the functioning of this
County' s mental health system.

SUBJ: Report on EMCC for 1/0 Committee
The purpose of the Emergency Medical Care Committee is to
advise the County Board of Supervisors and the local Emergency
Medical Services Agency on all matters relating to emergency
medical services as directed by the Board of Supervisors. Health
and Safety Section 1797.270 mandates that an emergency medical
care committee be established in each county of the state, with
membership as prescribed and appointed by the county board of
supervisors. Emergency medical care committees are required to
review (1) ambulance operations, (2) emergency medical care
including programs for training large numbers of persons in CPR
and first aid, and (3) first aid practices within the county and
are required to report at least annually to the State EMS
Authority, the local EMS agency, and the county board of
supervisors.
Currently, the Contra Costa County Emergency Medical Care
Committee has undertaken a comprehensive review of EMS system
priorities and objectives in conjunction with Measure "N"
implementation. This review is intended to update priorities and
objectives set forth in the 1985 EMS System Plan.
During the past year the Emergency Medical Care Committee
has completed a review of emergency response alternatives and
submitted its report and recommendations to the Board and has
reviewed and supported placement on the ballot of an advisory
measure (Measure "H" on the November 1988 ballot) to form a
countywide service area to fund improvements in the EMS system
through assessments on real property. The EMCC maintains a "pre-
hospital recognition" fund which is used to support activities
which recognize the contribution of prehospital care personnel.
Contributions from that fund helped sponsor a joint Contra Costa
Alameda County picnic EMS picnic in September 1988.

I . T. TASK FORCE
1) This task force is not required by state or fedral law. The I .T. Task
Force was created by the Board of Supervisors.
2) The task force includes Supervisors McPeak and Fanden. The goals and
accomplishments of the task force are well known because of the
supervisors' participation.
3) A sunset could be tied to a certain accomplishment, such as certification
of an implemented closure plan. However, a date could not be reasonably
forecast for such an accomplishment.
4) Does not apply.
5) No inaccuracies.
6) Depends on I .O. Committee members.

GBF Task Force:
1) This task force is not required by state or federal law. The GBF Task Force
was created by the Board of Supervisors.
2) The task force is chaired by Supervisor Torlakson. Because of his
participation, the goals and accomplishments of this task force are
well known.
3) A sunset could be tied to the completion of the RAP process or to the
date the site is delisted. A specific date could not be reasonably
forecast.
4) Does not apply.
5) No inaccuracies.
6) Depends on I .O. Committee members.
