Ygnacio Valley Road Corridor Study
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Approve, in concept, participation with interested agencies in a
study of solutions to traffic congestion along the Ygnacio Valley
Road Corridor, and direct staff to negotiate a work plan and cost
sharing agreement with the participating jurisdictions.
FINANCIAL IMPACT:
The City of Concord estimates the study would cost between $75, 000
and $95, 000. The County' s share of this cost would be determined in .
cooperation with the participating jurisdictions. The negotiated
cost would be submitted to the Board for approval.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On February 9, 1989, the Board of Supervisors received a letter from
Mayor Coll of Concord, inquiring if the County would be interested in
participating in a study of the Ygnacio Valley Road Corridor. The
study was initially proposed by the City of Walnut Creek to determine
the effectiveness of establishing carpool lanes on Ygnacio Valley
Road. Concord proposes that the study be more comprehensive and
examine alternative improvements such as express bus service,
determine trip origins and destinations, and analyze traffic
diversion off Ygnacio Valley Road. Mayor Coll estimated the study
could take six to eight months to complete.
The Department believes the County would benefit by participating in
the study. The diversion of traffic from Ygnacio onto Treat
Boulevard could be evaluated, particulary in the vicinity
of the Pleasant Hill BART Station. The impact of participating in
annexation agreements with cities that a-llow;°:f:u:tur.e., .development._,could ..
be determined. The study is also consistent with proposals for
resolving regional traffic issues developed by TRANSPAC and the
Contra Costa Transportation Commission. AATIONOF

Pittsburg and Antioch should be encouraged to participate, at least
in a review capacity if not financially.
The Transportation Committee has approved the Department' s
recommendation. With the Board' s approval, staff would be directed
to work with interested jurisdictions to:
1. Prepare a work plan for the study;
2. Negotiate a funding agreement, (potential parties would include
Concord, Clayton, Walnut Creek, Pittsburg, Antioch, and the
Contra Costa Transportation Commission) ; and
3 . Establish Policy and Technical Review committees.
Upon completion of this work, staff would bring the work plan and
funding agreement to the Board for approval.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to conceptually approve participation in this study could
represent a shift in previous board policy to cooperate with other
agencies in developing solutions to regional transportation problems.
