SUBJECT: Transportation Committee Report
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
The following recommendations were adopted by the Transportation
Committee at its April 10 meeting:
1. Appoint Planning Commissioner Eric Lane as the County Planning
Commission appointee to TRANSPAC;
2. Authorize Chair to send letters to Contra Costa' s Congressional
delegation supporting HR 41 and opposing an increase in the
federal gas tax to reduce the federal deficit;
3. Authorize Chair to send letters to Contra Costa' s legislative
delegation in support of SB 1307, requiring a coordinated study
of high-speed rail service connecting the major urban areas of
the state; and
4. Authorize Chair to send a response to Contra Costa Water
District' s Notice of Preparation for the Vasco Road and Utility
Relocation EIR, describing the Board' s concerns on the scope and
content of the EIR.
FINANCIAL IMPACT:
None
REASONS FOR RECOMMENDATIONS/BACKGROUND:
1. The Board of Supervisors appoints representatives of the Board
and the County Planning Commission to TRANSPAC. The current
County Planning Commission representative, Louise Aiello, has
resigned. Supervisor McPeak, who represents the Board on
TRANSPAC, has nominated Commissioner Er.ic....Lane:. as- the
Commission' s new representative to TRANSPAC.

2. The Contra Costa Transportation Commission requested the Board
support efforts to oppose an increase in the federal gas tax to
reduce the federal deficit.
3 . Contra Costa County is currently participating in studies on the
feasibility of high-speed -rail service in the Los
Angeles/Fresno/Bay Area/Sacramento corridor and the
Auburn/Sacramento/Oakland/San Jose corridor. The Transportation
Committee is concerned about the lack of coordination between
these two studies. SB 1307 (Garamendi) proposes to coordinate
the results of these studies and incorporate them into a more
comprehensive study of high-speed rail service throughout
California.

4. The Contra Costa Water District is about to .prepare an EIR on
the relocation of Vasco Road and certain utilities as part of
their Los Vaqueros reservoir project. The County, as a
Responsible Agency, will need to certify this EIR for the
purposesof amending the General Plan to abandon Vasco Road and
to adopt ',the alignment for the replacement facility. During the
past several months, County staff has worked closely with CCWD
staff in to determine the scope and content of the EIR so it can
serve the purposes of both agencies. The Transportation
Committee recommends that the Board document the County' s
concerns in a formal response to CCWD' s Notice of Preparation
for the EIR.
