HomeMy WebLinkAboutMINUTES - 04251989 - S.8 S.8 TO: BOARD OF SUPERVISORS FROM: Supervisor Tom Powers Contra Costa DATE: April 25, 1989 ��`` `�` Uqy SUBJECT: Emergency Response to Hazardous Materials Incidents i SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOWENDED ACTION: The County Administrator's Office and. the County Health Services Department are directed to evaluate the planning and preparedness for hazardous materials emergencies in the County and report to the Board of Supervisors in 30 days. The evaluation should include a 24 hour toxics emergency response capability including recommendations for deployment of vehicles, response times, and staffing requirements. Staffing requirements should consider the role of the Health Services Department Public and Environmental Health staff, in liaison with fire districts in West, Central and East Contra Costa County, the Highway Patrol , Wand other appropriate agencies. The evaluation will also include { an analysis of disaster prevention planning as well as medical and community plans for hazardous materials emergency management. The Health Services Department and the County Administrator's Office shall return to the Board of Supervisors in one -week with a preliminary report focusing on hazardous materials and emergency response in West County. This report is the first part of a general evaluation' of hazardous materials emergency preparedness in West, Central , and East County. It shall include a report on the activities of the West County Hazardous Materials Emergency Response Team Study Group. BACKGROUND: The fire at Chevron U.S.A. in Richmond on April 10, 1989, and other incidents throughout Contra Costa County highlight the need to anticipate, prevent, and prepare to meet life threatening disasters land hazardou's materials emergencies in a systematic and coordinated fashion. The County has placed considerable attention on disaster preparedness, and improvements can always be made with any emergency plan. The recent events at Chevron indicate that a review and evaluation of the County's disaster plans around hazardous materials, emergencies is extremely timely. Their prompt and effective action carried out the basic County Disaster Planning Mission of preserving lives and public safety. Those agencies include: the County Emergency Medical System and Regional Ambulance as well as hospitals who cared for the injured, County Office of Emergency Services, Health Services Department's Hazardous Materials Emergency Response Team, Richmond Fire and Police Departments, Industry-wide Mutual Aid who provided fire support units, U.S. Coast Guard, and the Bay Area Quality Management District.
