SUBJECT: ENDORSEMENT OF HR 876 (UDALL) , THE AMERICAN HERITAGE TRUST
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Adopt the attached resolution endorsing the
passage of HR 876, the American Heritage Trust. Direct the County
Administrator's Office to send a letter in behalf of the Board of
Supervisors to Congressman George Miller transmitting this resolution
and requesting his support for this legislation.
BACKGROUND INFORMATION: Federal legislation HR 876 (Udall) , the
American Heritage Trust, would revitalize the Land & Water
Conservation Fund by creating a permanent trust account with
principals that cannot be used for other purposes . Passage of this
legislation will assure the Land & Water Conservation Fund can again
provide critically needed monies for park planning, acquisition and
development, particulary within the urban park setting. - Ed Spencer,
Director of the Ambrose Recreation and Park District, called this
legislation to my attention.

CONGRESSIONAL ENACTMENT 1
WHEREAS, the Land and Water Conservation Fund, established
in 1964, has funded more than 30,000 projects in every state, five
territories and the District of Columbia;
WHEREAS, the President's Commission on Americans outdoors
recommended the creation of a dedicated trust recognizing the need for
a strong outdoor commitment from the nation' s capital to safeguard the
environment, to expand recreational opportunities on federal lands and
to protect and improve the federal estate; and
WHEREAS, the American Heritage Trust Act (HR 876 ) would
ensure a return to the original Land and Water Conservation Fund
monetary commitments by creating a self-perpetuating $1 billion trust;
and
WHEREAS, this Land. & Water Conservation Fund Program has
been tremendously successful in providing critically needed money for
recreation planning, acquistion and development; and
WHEREAS, demand for capital investment in recreation
conservation and historic preservation are greater than ever and
delaying action means the permanent loss of irreplaceable resources
and increased costs in the future;
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF SUPERVISORS
OF CONTRA COSTA COUNTY, CALIFORNIA, does hereby support- HR 876 and
does urge_ Congressional enactment of this legislation in 1989 .
PASSED by unanimous vote of the Board Members present on
this 25th day of April, 1989 .
