THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on April 25, 1989 by the following vote:

SUBJECT: County Shelter Program for the Homeless
The Board considered the recommendation of J. A. Rydingsword,
Director, Social Service Department, to approve the advance of
$60,000 to the Volunteers of America to assist in the acquisition
of a 54-bed shelter for homeless single adults in Central County.
Supervisor Fanden advised of her support for the shelter as is
being proposed with the condition that it not be run as a second
class facility and that it be well managed and operated so as to be
considered an asset to the neighborhood. She referred to conver-
sations she has had with developers who expressed an interest in
assisting with the renovation of the two buildings.
Supervisor McPeak commented on the advantage of being able to
have a shelter operating 24 hours a day. She referred to statis-
tical data she has seen on individuals using the shelters while
waiting for a permanent job. She also expressed support for
daytime activity programs at the shelter. Supervisor McPeak
advised that she would endorse the recommendation if it was ex-
panded to include this approach.
Supervisor Fanden expressed an interest in being provided with
an update on hotels and motels between Martinez and Richmond used
to shelter the homeless.
Philip Bertenthal, Contra Costa Legal Services Foundation,
P.O. Box 2289, Richmond, spoke in support of the shelter program
and the acquisition of a 24-hour facility for homeless single
adults. However, he referred to the closure of the Concord Armory
on May 1, 1989, and expressed concern that there may be no shelter
in Central County available for the homeless.
Mr. Rydingsword advised that an extension to the contract to
use the Richmond Armory is being considered and that whenever
possible individuals would be referred there. He advised of
efforts underway to establish a shelter in Central County as
quickly as possible.
There being no further discussion IT IS BY THE BOARD ORDERED
that the recommendation of the Director of the Social Service
Department is APPROVED as set forth on the attached Order.
IT IS FURTHER ORDERED that the Director of Social Service is
REQUESTED to report to the Board relative to daytime activity
programs planned for shelter residents as well as an update on
hotels and other buildings in the County which have been used as
homeless shelters.

RECOMMENDATION
Approve and authorize the Social Service Department Director or his designee to
advance $60,000 to Volunteers of America pursuant to Government Code Section 26227
to assist in the acquisition of a 54-bed shelter for homeless single adults in
Central County and to sign Contract Amendment Agreement No. 20-737-2 which
increases the contract limits from $124,800 to $217,128 and increases to term of
the Contract from April 30, 1989 to May 31, 1989.
The $217,128 amount includes the $60,000 advance and $32,328 for the extended term
of the contract.
FINANCIAL IMPACT
Community Development Department did an analysis of the Winter Relief fund income
and expenses and estimates that there will be a balance of approximately $101,577
in the Fund at the time the armory programs close out. The $60,000 advanced from
the County will be fully reimbursed from this balance.
There is approximately $20,000 underspent in the Armory Contract and the Social
Service Department will absorb the remaining $12,328 from their Administrative
Budget in order to fund the $32,328 for the extension of the Contract.
REASONS FOR RECOMMENDATION/BACKGROUND
On March 21, 1989, the Board approved a plan (prepared by the county Homeless
Management Team) to shelter homeless adults in Contra Costa County following the
close of the National Guard Armory Emergency Homeless Shelters.
In this plan it was specified that unused funds from the CHART Winter Relies Fund
raising drive would be used to establish shelter in East/Central Coun

REASONS FOR RECOMMENDATION/BACKGROUND (continued)
The Volunteers of America, a private non-profit agency which is under contract
with the County to operate the Richmond Armory shelter program, located and
subsequently arranged a lease/purchase agreement on a suitable piece of property
located in an unincorporated area of Central County.
Volunteers of America needs $60,000 on April 28, 1989, to close the deal on this
property. The funds from CHART are not available at this time because the armory
shelter program is still ongoing and the final balance will not be established
until close out of the program is done mid-May.
The Community Development Department, Social Services Department, and a private
consultant all assisted in the site search and in planning for Volunteers of
America to acquire this property. It is considered ideal for use as a shelter in
terms of its location, physical structure, accessibility by public transportation
and other amenities.
The extension of Contract No. 20-737-1 is needed to cover the extended period of
the contract with the National Guard Armory.
CONSEQUENCES OF NEGATIVE ACTION
If this recommendation is not implemented, Volunteers of America will not be able
to acquire the proposed shelter property and homeless adults will have no
resources for emergency shelter in Central County after the armories close.
If Contract No. 20-737-1 is not extended and increased accordingly, there will be
a large increase in the cost of housing and homeless. The extension will
alleviate costs associated with sending the homeless to hotels and motels.
