RECOMMENDATION ACCEPT report from the Auditor-Controller, Land Information Systems Division and the Public Works Director on staff's progress on implementation of the County Computer Mapping system including development of City and special District participation in the system. II. FINANCIAL IMPACT The report indicates that the projected financial participation by the Cities and Special Districts as indicated in the January 24, 1989 report to the Boards is attainable. REPORT Introduction On January 24, 1989, the Board of Supervisors approved the implementation of a County Computerized Mapping System (CMS) . The Board also directed the Public Works Director and the Land Information System Coordinator to submit a report to the Board in ninety days time documenting their success in attracting cities and special districts to membership in the CMS program. Results The following cities and districts have sent a letter signed by their managers, board, or councils stating their intention to join the CMS program: City of Richmond City of Walnut Creek City of Orinda City of Brentwood (5 years prepaid) Central Contra Costa Sanitary District (5 years prepaid) Orinda Fire Protection district (5 years prepaid) Moraga Fire District Oakley Water District Crockett-Valona Sanitary District East Diablo Fire Protection District (5 years prepaid) Contracosta County Consolidated Fire District Contra Costa County Flood Control Districts The following cities and districts have expressed a high degree of interest, but they have not submitted a written letter of intent: City of Danville City of Pleasant Hill City of E1 Cerrito City of Concord City of Antioch City of Pittsburg City of Hercules City of San Ramon Contra Costa Water District East Bay Municipal Utility District and County staff are currently reviewing the feasibility of sharing map data. County computerized mapping standards were developed with the specific intent of being able to utilize EBMUD computerized maps which cover 52% of Contra Costa County. Finances The attached chart displays the cash flow that we will receive from the above agencies over the next five years. The future years revenues will be reduced because of the five year prepayments by some of the agencies, but it is anticipated that other agencies will become members in subsequent years, thereby providing more revenue than shown. Membership Contract County Counsel and the Land Information Steering Committee have approved a membership contract in form that has been mailed to all interested agencies for signature. Agency approved membership contracts will be presented to the Board as they are received. Consultant A Request for Proposal has been sent out for bids on a Technical Assistance Consulting Contract. A response is due back by May 15, 1989. The RFP is also being distributed to appropriate Women and Minority business groups to assure the widest possible dissemination of the RFP. 1 1 aJ i. Additional Equipment The additional equipment required to implement the CMS program has been obtained and installed. Summary The Computerized Mapping System program is proceding on schedule and according to plan.
