SUBJECT: Approval and Adoption of the County' s FY 1988-89 Annual W
Mental Health Short-Doyle Plan (Part B) for Submission to
the State Department of Mental Health
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
a. Approve and adopt the Annual Contra Costa County Mental
Health Short-Doyle Plan (Part B) for FY 88-89 (attached
hereto) ;
b. Authorize the Chairman to execute, on behalf of the County,
the Assurances section (Form 1. 5B) of the Plan; and
C . Authorize the Health Services Director or his designee
(Stuart McCullough) to submit said Plan to the State
and to make any minor corrections or changes in the Plan that
may be requested by the State Department of Mental Health.
II . FINANCIAL IMPACT:
Board approval and submission of the 1988-89 Mental Health
Short-Doyle Plan (Part B) will not have a direct impact on
County expenditures. This FY 88-89 Short-Doyle Plan reflects
changes in State and Federal funding compared to the FY 87-88
Plan, as follows:

The $92 , 635 increase in State funds represents the State ' s final
adjustment for full annualized allocations in this County' s cate-
gorical programs for Supplemental Residential Care (SB 155) and
Special Education Pupils (AB 3632) . And the $255 ,762 net
increase in Federal funds represents an increase in service deli-
very to Medi-Cal patients , the end of a one-time-only "War on
Drugs" Grant, and the acquisition of 2 new ongoing Federal Grants
to provide services to the homeless mentally disabled under the
Stewart B . McKinney Homeless Assistance Act (P.L. 100-77) and to
eligible legalized aliens under the Immigration Reform and
Control Act of 1986 (P.L. 99-603) .
The required County matching funds for , the above State allocations
are included in the FY 88-89 Health Services Department Budget.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
This FY 88-89 Short-Doyle Plan was reviewed and approved by the
County' s Mental Health Advisory Board (MHAB) on March 23 , 1989 .
Board of Supervisors ' approval of the 1988-89 Annual Short-Doyle
Plan (Part B) is required by Welfare and Institutions Code
Section 5650 , in order for the County' s mental health programs
to receive State funds for this fiscal year . The Board of
Supervisors approved and authorized submission of Part A of the
FY 88-89 Short-Doyle Plan on May 24 , 1988 , including the FY 88-89
Federal Block Grant Renewal Application. This FY 88-89 Part B
Plan includes the establishment of new vocational and socializa-
tion programs by Phoenix Programs, Inc. , start-up of two new
residential care programs by Housing for Independent People,
Inc. , initiation of a new voluntary money management program for
the persistently mentally disabled, and consolidation of inten-
sive day treatment services for mentally disturbed children under
the newly certified Short-Doyle Medi-Cal program operated by
La Cheim School , Inc.
Furthermore , the Plan shows that the State has decreased this
County' s State Hospital allocation by 596 patient days , from the
FY 87-88 allocation of 34 , 220 days to a new total of 33, 624 State
Hospital patient days for FY 88-89 , representing the State ' s action
to redistribute State Hospital patient days to Dan Diego County due
to a preliminary injuction in San Diego vs. O'Connor .
The Plan also shows that 21 . 9% of applicable State Short-Doyle
funds are budgeted for children' s services.
And lastly, this FY 88-89 Short-Doyle Plan includes con-
sideration of transferring approximately $325 ,636 of the State
Short-Doyle allocation from the State Department of Mental
Health to the State Department of Alcohol and Drug Programs for
re-allocation to Contra Costa County through the County' s State
Drug Program allocation to fund the County' s Discovery Centers
Program in FY 89-90 (including the contract program operated by
the Boys and Girls Club of East County) .
