RYDINGSWORD, DIRECTOR FROM: Social Service Department Ck itra April 10, 1989 C )!st t DATE: APPROVE TITLE III CONTRA COSTA COUNTY OFFICE ON AGING R (9)aM SUBJECTYEAR 1989-93 PLAN AND AUTHORIZE SIGNATURE OF LETTER OF TRANSMITTAL, AND CALIFORNIA DEPARTMENT OF AGING'S STANDARD AGREEMENT FOR 1989-90 (Ref: No. 29-002-61) SPECIFIC REQUEST(S; OR RECM%iENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Approve Contra Costa County Area Agency oto Aging's 1989-93 four (4) year plan and sign the Letter of Transmittal to the California Department of Aging. Upon approval by County Counsel or the Contracts Administrator, authorize the Director, Office on Aging to sign the California Department of Aging's FY 89-90 Standard Agreement in the amount of approximately 1.9 million dollars for provision of services to seniors in Contra Costa County. In addition, authorize the Director, Office on Aging, to sign and submit future Standard Agreement Amendments that only reflect an adjustment in line items or increased revenues when the amendments do not result in additional County cost or decrease in grant revenue. II. FINANCIAL IMPACT Upon approval of the California Department of Aging's Standard FY 89-90 Standard Agreement, it will generate approximately 1.9 million dollars in federal and state funds to provide services for seniors in Contra Costa County. A county contribution of $150,742 in cash and $67,500 in-kind is specified in the budget being submitted to the California Department of Aging. The proposed FY 1989-90 Social Service Department budget includes these county costs. III. REASONS FOR RECOMMENDATION/BACKGROUND For the past thirteen years the Office on Aging has been providing services for Seniors. The Social Service Department for its Office on Aging is requesting Board of Supervisors approval of the 1989-93 four (4) year plan and signature of the Letter of Transmittal. During the course of the fiscal year, the Office on Aging receives amendments to the Standard Agreement that reflect a line item budget adjustment or increased revenue but which do not result in additional County costs or represent a decrease in grant revenue. Social Service Department requests the Director, Office on Aging be authorized to sign these Amendments to save the administrative time and costs involved in returning to the Board of Supervisors for approval in these situations.
