Spooner , Contracts Administrator Costa DATE: April 13, 1989 Count/ SUBJECT: Approval of Contract Amendment Agreement 4624-705-25 with We Care Society, Inc . for Child Day Treatment Services SPECIFIC REQUEST(S) OR RECOMMENDATION(;S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Contract Amendment Agreement #24-705-25 with We Care Society, Inc . effective April 25 , 1989 to amend Contract 4624-705-24 (effective July 1 , 1988 - June 30 , 1989) for day treatment services for high risk, developmentally delayed, or emotionally disturbed children . This amendment increases the contract payment limit by $25 , 000 , from $278 ,343 to $303 , 343 , enabling the contractor to continue providing transportation services for County-funded children enrolled in contractor ' s day treatment program. II . FINANCIAL IMPACT: Approval of this amendment will result in a $25 ,000 increase in the contract payment limit , from $278 , 343 to a new total payment limit of $303, 343 . The increase is jointly funded by the Health Services Department ' s budget for FY 1988-89 and the Social Service Department via an interdepartmental charge . The interdepartmental charge transferred $12 , 500 for this amendment from Social Service Department Org 465105 to Health Services Department Org 465952 . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : On December 13 , 1988 , the Board approved Novation Contract 4624-705-24 with We Care Society, Inc. for child day treatment services . This long-standing program provides day treatment services for preschoolers with measurable delays in interper- sonal , social /emotional , language and cognitive development or children who are at risk of such delays . Included are abused , developmentally delayed , emotionally disturbed and environmen- tally deprived children who do not meet the criteria for any categorical funding source for services . Families of these children are frequently disorganized, without transportation to program services . The contractor has experienced a 66% increase in the cost per trip for providing transportation services to County-funded children. Without additional monies , these children cannot continue to be served.
