Support AB 1189 (Campbell) which provides an adequate financial base for the continued operation of adult education programs in county jails. (The County Office of Education currently operates such programs in Contra Costa County jails, one of which is Project DEUCE. ) 2. Support restoration of funding in the State budget for such programs. REASONS FOR RECONN]MATIONS/BACKGROUND: For a number of years, the County Office of Education has operated adult education programs in the County adult detention facilities with ADA funds. One of these has been Project DEUCE, which has been very successful, according to the Sheriff-Coroner, in addressing the problem of alcohol abuse among County inmates. The State Department of Education has issued a ruling that Contra Costa County may no longer use independent study and court school revenue limit funds for this purpose since, in its interpretation, current law does not permit it. AB 1189 would correct this problem. AB 1189 allows county Departments of Education to operate such jail programs at the State average unified revenue limit of approximately $2,800 per ADA unit. In addition, even if AB 1189 is approved and signed by the Governor, there is still the problem of whether or not the money will be available in the State budget. Thus, the inclusion of funds in the State budget is essential to programs such as Project DEUCE are to be continued. Project DEUCE is strongly supported by the Municipal Courts, the Sheriff-Coroner, and the County Office of Education. The bill will be heard in the full Assembly Education Committee on May 2, at 2 p.m. , in Room 437, Capitol Building.
