SUBJECT: PROGRAM SUPPLEMENT #62 WHICH PROVIDES FEDERAL AID URBAN
FUNDING FOR RIGHT OF WAY, CONSTRUCTION ENGINEERING, AND
CONSTRUCTION FOR THE APPIAN WAY PHASE II FROM SAN PABLO
'DAM ROAD TO SOBRANTE AVENUE PROJECT.

Justification
I. RECOMMENDATION
Approve and authorize the Chairman of the Board of Supervisors to
execute Program Supplement #62 which provides $1,569,749 in
Federal Aid Urban (FAU) funds for right of way, construction
engineering, and construction for Appian Way Phase II project
from San Pablo Dam Road to Sobrante Avenue.
II. FINANCIAL IMPACT '
The supplement provides reimbursement from FAU funds for 86
percent of the County's estimated right of way, construction
engineering, and construction costs for the project. The County
must provide the remaining 14 percent of the funding for these
items. The County's share will be funded with road funds.

III. REASONS FOR RECOMMENDATIONZBACRGROUND
On June 21, 1977, the Board approved County-State Master
Agreement No. 04-5928 for the funding of Federal Aid Projects.
On January 31, 1984 Contra Costa County qualified for Federal
funds to reconstruct and widen Appian Way from San pablo Dam Road
to Sobrante Avenue.
The project is scheduled to be advertised for contract bids in
May 1989. Construction is expected to be completed by December
1989.
Caltrans and the Federal Highway Administration have determined
that the County can be reimbursed for the County's estimated
right of way, construction engineering, and construction costs
for the project.
The County Transportation Committee reviewed this item on April
17, 1989.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this program supplement is not approved, the County will have
to absorb the entire cost of right of way, construction
engineering and construction for this project.
