(PROJECT NO. 0671-6T6774-86) Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION Approve and authorize the Chairman of the Board of Supervisors to execute Program Supplement #71 which provides $269, 000 in Federal Highway Administration (FHWA) Emergency Restoration funds for engineering and construction for the San Pablo Dam Road Slide Repair, Site No. 1 project. II. FINANCIAL IMPACT The supplement provides reimbursement from FHWA Emergency Restoration for 100 percent of the County's estimated engineering and construction costs for the project. REASONS FOR RECOMMENDATIONIBACKGROUND On June 21, 1977, the Board approved County-State Master Agreement No. 04-5928 for the funding of Federal Aid Projects. On February 12, 1986, Contra Costa County qualified for Federal funds to repair a slide on San Pablo Dam Road 0.8 miles north of Wildcat Canyon Road. In July 1987, a consultant was retained by the County to design the project. The design is now nearing completion. This project is scheduled to be advertised for contract bids in June 1989. Construction is expected to be completed by November 1989. Caltrans and the Federal Highway Administration have determined that the County can be reimbursed for the County's estimated engineering and construction costs for the project. The County Transportation Committee reviewed this item on April 10, 1989. IV. CONSEQUENCES OF NEGATIVE ACTION If this program supplement is not approved, the County will have to absorb the entire cost of engineering and construction for this project.
