Acknowledge receipt of the attached status report from the Health Services Director in regard to those assignments given to the Health Services Department pursuant to the Board's order of December 20, 1988 on this subject. 2. Request the Health Services Director to report to our Committee again on this subject on July 24, 1989 at 10:15 A.M.,providing our Committee with a comprehensive review of litter-related matters under the purview of the Health Services Department. BACKGROUND: On December 20, 1989 the Board of Supervisors approved a report from the 1988 Internal Operations Committee on a wide variety of litter-related issues. The Board referred to our Committee all litter-related issues, and specifically the responses which had been provided to the 1988 Internal Operation's Committee by the Health Services Department on the specific items which had been requested of the Health Services Department earlier in the year. The attached report was filed with our Committee on April 10, 1989. We believe that this report shows that progress continues to be made in enforcing the mandatory subscription ordinance,permitting of private refuse haulers in the County and intensifying the response to litter-related complaints. Our Committee would like to continue to monitor this issue and will provide further reports to the Board as activity dictates. Health Services is continuing the program of notifying non- subscribers of the county mandatory Solid Waste Subscription Ordinance . We have distributed over 1, 000 notices to non- subscribers. A number of the questionaires attached to the notices have been returned to us indicating the homeowner has now subscribed to collection service. We will, of course, continue the program until all properties in the unincorpor- ated area have been notified. A number of questionaires have been returned requesting exemptions from mandatory service. In most cases we have granted the exemptions because the requestors obviously had no need to subscribe to collection service . We have also had a number of questionaires returned from people who are consummate practitioners of resource recovery. A number of these people have registered strong objections to our reminder that solid waste subscription is mandatory. B. A number of private haulers have applied for and been granted Board approved permits to transport refuse. In the near future we plan to submit another list of private haulers for Board approval of conditional permits . C. Beginning in August 1988 we employed two full time Solid Waste Investigators (Sanitation Aides) . The number of solid waste field investigations made since August 1988 has averaged 512 per month compared to an 86-87 fiscal year average of 266 and 211 for fiscal year 87-88. MF:JB: jc GA-9 8/81 5M
