Approve the proposed 1989 Workplan for HSAC as submitted to the Board of Supervisors with the following modifications: A. Revise Item 1.1 regarding the General Plan for Human Services to delete the language under"Activity/Task"and insert instead: "To explore the need for a General Plan for Human Services and provide recommendations as appropriate to the Board of Supervisors". B. Revise Item 6.1 regarding a Self Esteem Task Force to delete the language under "Activity/Task"and insert instead: "To coordinate the efforts of other advisory boards to identify exemplary programs which foster self-esteem. To form an Ad Hoc Work Group of representatives from various advisory boards to oversee this effort". 2. Congratulate HSAC for their willingness to undertake actions designed to address emerging human needs and suggest that among the most urgent of these are the problems of the homeless and the related problem of the lack of affordable housing in this County. In this regard urge HSAC to do whatever they can to foster progress in these areas. BACKGROUND: On March 14,1989 the Board of Supervisors received and referred to our Committee the proposed 1989 Workplan for the Human Services Advisory Commission. We met with the Chairman of the Commission,Joe Goglio,Father Mac Stanley and staff to the Commission on April 10, 1989. We have made the two above modifications to the proposed workplan.In the case of the General Plan for Human Services,we believe that it may be timely for the Commission to reevaluate the purpose and scope of such a General Plan and provide their recommendations to the Board before undertaking the time consuming task of updating the existing General Plan. In the case of item 6.1,the Commission's recommendation is clearly contrary to the Board's position on this subject. The revised wording we have suggested is consistent with the Board's previous direction to the Commission on this subject. Van Mart , ssistant Administrator SUBJECT: HSAC's 1989 Workplan On March 14, 1989 the Board of Supervisors received and referred to your Committee the proposed Workplan for 1989 from the Human Services Advisory Commission. A copy of the proposed Work plan is attached for your review. You are scheduled to meet with members of HSAC on April 10, 1989 to discuss this proposed Workplan and determine whether you are prepared to recommend its approval by the Board of Supervisors. You may wish to review this proposed Workplan rather carefully in that it proposes some rather ambitious undertakings, including preparing a General Plan for Human Services to present to the Board of Supervisors later this year,a workshop meeting with the full Board around the proposed Workplan and more frequent meetings with the Board, Board Committees, individual Board Members and this offioe than may have been the case in the past. In addition, HSAC is proposing to move gradually in at least one direction which has already been rejected by the Board, namely the formation of a Self-Esteem Task Force. While we are not necessarily suggesting that anything proposed by HSAC is inappropriate, this proposed Workplan does appear to heighten the profile of HSAC from what it has been in the past few years and may involve a greater investment of time on the part of the Board Members then they have been used to. Routine approval of this Workplan without careful review and consideration of what is being suggested would, in our view, be shortsighted. Ave. , Suite 140 Pittsburg, CA 94565 Dear Supervisor Torlakson: The Human Services Advisory Commission has taken action at its February 22, 1989 meeting to approve and forward to your Board the enclosed 1989 HSAC Annual Work Plan. The 1989 Plan continues a number of projects from earlier work plans, and proposes new activities. The new activities reflect either: ( 1) Assignments made by the Board of Supervisors; or (2) current human service concerns identified by HSAC. It is recommended that your Board accept receipt of the Annual. Plan and refer it to an appropriate Board Committee for review. We would appreciate the opportunity to meet with that committee and then have a workshop meeting with your full Board. These meetings will allow time for a thorough discussion of the Plan and would provide means for members of your Board to share needs and directions with our Commissioners.
