THE CAREER DEVELOPMENT PROGRAM

RECOMMENDATION
1. Express the Board's thanks and appreciation to the Director of Personnel and his staff for their consistent
presence at annual meetings of organizations representing minority groups such as the Hispanic Chamber of.
Commerce.
2. Request the Director of Personnel to convene a meeting of the members of the Internal Operations Committee
and the Chief Executive Officers or their designee from the following large employers in Contra Costa County
to discuss what the County and various employers from the private sector are doing in the areas of affirmative
action and career development. This should be done in the form of a letter from the Chairman of the Board of
Supervisors, drafted by the Director of Personnel, and addressed to:

Bank of America
Wells Fargo Bank
Pacific Gas &Electric Co.
Shell Oil Co.
Anhauser-Busch
3. Request the Director of Personnel to make a further status report to our Committee on the subject of the Career
Development Program on a quarterly basis.

BACKGROUND:
On December 20, 1989 the Board of Supervisors referred to our Committee the subject of the Career Development
Program and asked that we continue to monitor progress on the expansion of the program. On April 10, 1989 our
Committee met with Eileen Bitten,Lloyd Madden and Manny Ramos from the Personnel Department and reviewed
the attached report. Substantial progress has been made in expanding the CareerIDevelopment Program to the
Pittsburg area. In addition,efforts have been started to expand the program to the private sector. We would like
to specifically ask the largest employers in the County,along with those additional employers who have shown an
interest and concern with affirmative action and career development programs,to meet with us. We would like to
summarize for them what the County has done in these areas and challenge the private employers in the County to
do even more to improve this county's overall profile in affirmative action. We would also like to suggest that more
private employers implement programs similar to the career development program in order to demonstrate that
unemployed individuals from lower economic areas of the County can be trained for productive,useful jobs in the
public and private sectors and can, thereby,improve not only their own economic position but that of their entire
neighborhood and community.
As evidence of this we would point to the following figures from the Director of Personnel's report:
Thirty-two individuals have been appointed to Career Development positions in the County's personnel system.
Of these 32 appointments, 16 individuals have completed their training and have been appointed to permanent
positions in the County's Merit System.

The Career Development Program is experiencing an 88% success rate.

The employees who have been appointed to Career Development positions are earning nearly$500,000 annually.
Thirty-six residents of the Pittsburg area have been enrolled in the Career Development Program. Successful
participants will be eligible for appointment to position beginning next month.

SUBJECT: Career Development Employment Program - Quarterly Status Report
This report summarizes the activities of the Career Development Employment
Program (CDEP) for the period January 3, 1989 thru March 31, 1989 as requested
by the Internal Operations Committee in December 1988.
Pittsburg Program Orientation Meeting
Approximately 1,200 letters were sent to registered voters in census tract 3120
inviting them . to attend the program orientation. Over one hundred (100)
individuals living in and outside census tract 3120 attended. The orientation
was designed to re-introduce the program to interested individuals.
Promotional Posters
Staff strategically placed twenty-two (22) posters throughout census tract 3120
and at referral agencies in the surrounding area. A complete Ilist is attached
as Exhibit A.
Program Presentation to the Contra Costa Council
On January 6, 1989, staff made a twenty (20) minute presentation to the Contra
Costa Council Board of Directors. The intent of the presentation was to
encourage the private sector to use our unique model to initiate their own
local/resident employment opportunities program.
Program Presentation to the City of Richmond
The City of Richmond took the initiative of requesting a meeting with County
Personnel staff to discuss the design and development of a City of Richmond
sponsored CDEP. Since inception, Supervisor Powers and Personnel Department
staff have envisioned this program being promoted as a model that could be
replicated in cities, special districts and other counties. To date, two (2)
meetings have been held. The participants included:

Career Development Employment Program Statistics
Since the inception of the CDEP in December 1986, the County has appointed
thirty-two (32) program residents to full-time positions with benefits in a
variety of County departments. Appointments were made to trainee positions such
as building plan checker, clerk, microfilm technician, custodian, laborer,
maintenance worker, institutional services aide, office services worker, library
clerk, sheriff's aide and sheriff's specialist. Of the thirty-two (32)
appointments, sixteen (16) have completed their training and transitioned to
classified merit system positions. To date, there have been four (4)
separations.. The program is experiencing an 88% success rate. The annualized
earning from the twenty-eight (28) positions not including fringe benefits which
represents about 25% of gross earnings, is approximately $478,488 (schedule
attached as Exhibit B) . After the pending sheriff's aide position is filled,
the gross earnings will increase to over $500,500.
Program Expansion Activities to Census Tract 3120
The Board of Supervisors authorized the expansion of the CDEP to census tract
3120 in Pittsburg in July 1988. To accommodate the expansion, the Board also
authorized an additional twenty (20) career development woIker slats to the
Personnel Department pool . CDEP expansion activities to census tract 3120 were
initiated in February 1989. The program enrolled thirtyLsix (36) of the
seventy-eight (78) residents interested in the program. !The sex/ethnicity
breakdown for the thirty-six (36) enrollees is as follows:

Successful participants will be eligible for appointment to CDEP positions in
May 1989. The second group of program participants will be scheduled to start
on June 16, 1989.
Temporary Positions
Two 2 individuals were appointed to temporary positions from �the CDEP clerical
employment list to work for the Records Division of the Personnel Department.
Their duties include: purging old personnel history files; investigating
problems with old files; occasionally covering phones inthe Examination
Divisions; pulling applications for clerical examinations,i etc. One (1)
temporary employee has accepted a higher level temporary position with the
Probation Department and is scheduled to start her new assignment on April 5,
1989. The vacated temporary position will be backfilled with another CDEP
worker.
Public Works Department Request for Two Career Development Employment Program
Workers
On March 28, 1989, the Public Works Department submitted a request to fill two
(2) vacant laborer positions with two (2) CDEP workers. It is anticipated that
one (1) position will be filled immediately from West County and the other will
be appointed around the first of May from the Pittsburg group that will be
- eligible for appointment after April 30, 1989.
