Bragdon C )sta Director of Community Development courty DATE: April 6, 1989 SUBJECT: Sale of Development Rights SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Approve and authorize the Director of Community Development or the Deputy Director of Community Development - Redevelopment to sign an agreement for purchase of development rights in the Pleasant Hill BART Station Area. FISCAL IMPACT The County of Contra Costa will realize approximately $240 ,000 from the sale of these development rights at their market value. BACKGROUND/REASONS FOR RECOMMENDATIONS Pleasant Hill BART Station Area Specific Plan governs the intensity of development on properties within the Plan area. This Specific Plan also provides for the transfer of development rights (FAR) from one property to another. Certain FAR accrued to properties currently owned by the County. In a first amendment to a Disposition and Development Agreement between the Contra Costa County and the Redevelopment Agency and Taylor-Ward Properties and Sonspirit Properties, and. in a development agreement between the County of Contra Costa and Taylor-Ward (both agreements dated February 22, 1989) provided for the sale of certain FAR, by the County, to Taylor-Ward. The above referenced agreement will consummate the sale of said FAR.
