SUBJECT: AWARD CONTRACT FOR LEAD BASE PAINT ABATEMENT PHASE II
AT THE BAYO VISTA HOUSING DEVELOPMENT
I . RECOMMENDED ACTION:
Award contract for lead base paint abatement work - Phase II at CA011010, Bayo
Vista, Rodeo, to the lowest responsible bidder, William Dahn Construction, P.O. Box
5248, Pittsburg, CA 94565, at Base Bid No. 1 in the amount of $289,775.00, as
recommended by the Advisory Housing Commission and approve release of bid submitted
by Savage Builders.
II . FINANCIAL IMPACT:
Under the Fiscal Year 1988 Comprehensive Improvement Assistance Program,
sufficient funds have been allocated to the Housing Authority of the County of Contra
Costa to proceed with Phase II of the abatement work at CA011010, Bayo Vista, Rodeo.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Bid requests were advertised in the Contra Costa Times. Bids were opened on
Wednesday, March 15, 1989 at 2:00 p.m. and were received from three contracting
companies. At that time, Savage Builders, appeared to be the low bidder. The Housing
Authority received a phone call and follow-up letter from Savage Builders on
March 16, 1989 requesting their bid quotation to be withdrawn because of an error in
calculation. After discussing the matter with Savage Builders, the Housing Authority
staff recommends that Savage Builders be released from their obligation and declare
William Dahn Construction as the lowest responsible bidder with Base Bid No. 1 in the
amount of $289,775.00.
The Advisory Housing Commission at its Regular Meeting on April 17, 1989 voted
to recommend awarding the bid for lead base paint abatement work, phase II, to be
accomplished at CA011010 Bayo Vista, Rodeo to William Dahn Construction, P.O. Box 5248,
Pittsburg, California with Base Bid No.. 1 in the amount of $289,775.00.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not award the contract for the
lead base paint abatement work, phase II, at CA011010, .Bayo Vista, Rodeo, to William
Dahn Construction, this work could not be accomplished on a timely basis and the
costs of the work would increase beyond the available HUD Comprehensive Improvement
Assistance Program funding.

Dear Mr.Rieter:
In this day and age of electronics it is almost too easy to say it was a computer error, but,
unfortunately, my problem was a computer error. The calculator I was using to total my
estimate came up with the same figure twice,just before the bid opening.
After seeing how much lower my bid was compared to the one above me, I went back to
recheck my figures. Using the same calculator, I came rip with the same total. My
calculator failed to show me any errors.
My wife checked the column of figures with her calculator and her total showed a thirty
thousand dollar error.
I have never requested that my bid be withdrawn since I have been in business, but I feel
that if I do not, it could be disastrous for its financially.
With many regrets, I would respectfully ask that my quotation be withdrawn for the
"Modernization project CAN 1-910 C.L.A.P.Bayo Vista.Lead Base Paint Abatement
Phase H C4 011010 Bayo Vsta.
