SUBJECT: CHART Report on Long Term Affordable Housing Solutions to Homelessness SPECIFIC REQUEST(S) OR -RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1 . Accept report from Community Homeless Action and Resource Team (CHART) on long term affordable housing solutions to homelessness ; 2. Refer report to the following County departments and agencies which make up . the Homeless Management Team: Community Development, Social Services, Community Services, Veterans Resources, Housing Authority, and the Alcohol/Drug Abuse/Mental Health Division of Health Services; and 3 . Direct the County Administrator to set a Board workshop with representatives of the Homeless Management Team and CHART to discuss the CHART report on long term affordable housing solutions to homelessness. . ,BACKGROUND/REASONS FOR RECOMMENDATIONS On July 14 , 1987 , the Contra Costa County Homeless Task Force submitted a Report to your Board concerning the homeless situation in the County. The report listed a number of recommendations from the Task Force for actions that the County should take concerning long term affordable housing, in order to help alleviate the housing shortage and its contribution to the rising homeless population. The Homeless Management Team, now transformed into the Community Homeless Action and Resource Team (CHART) , has been reviewing and acting on those recommendations for the last two years. The Long Term Affordable Housing Subcommittee.of CHART has developed revised recommendations which have been approved by CHART and are now being forwarded for your Board' s consideration. These recommendations have been developed in concert with CHART' s efforts to address the more immediate needs for emergency shelter for the homeless, which include the Winter Relief programs over the last two years and development of ongoing emergency shelter to fill the gap left by the closing of the Winter Relief program in the National Guard Armories. A short explanation as to format of the Long Term Affordable Housing Subcommittee' s recommendation may help you in reviewing the materials. An Executive Summary including all recommendations prefaces the report. The report itself includes discussion and recommendations in nine major areas: new affordable housing policies, affordable housing programs, preservation of existing affordable housing, affordable housing trust funds, deposit and rental assistance, housing with support services, shared housing, single room occupancy housing, and legislative advocacy for affordable housing. The report follows the following format: first, the 1987 Task Force recommendation for each section; second, a presentation of progress-to-date in addressing the area of need is provided; third, a statement of need provides a basis for the recommendation which follows; and fourth, modified recommendations are provided. Recommendations in Sections II and IX represent new recommen- dations not previously addressed by the 1987 Task Force Report. We are requesting that these recommendations be forwarded to the various departments and agencies which would be involved in the implementation of these policies for prioritization within their budget proposals for the upcoming fiscal year. We are requesting that the County Administrator set up a Board of Supervisor' s workshop with representatives of the Homeless Management Team and CHART to explore the proposed recommendations and provide additional information to your Board.
