Employees in County Volunteer
Fire Protection Districts.
WHEREAS the Board of Supervisors adopted Resolution 88/75 effective
January 1, 1988 which established continuing policy for maintenance of pay
rates and other compensation for full-time employees in the volunteer fire
districts of East Diablo, Bethel Island, Byron, Oakley, Crockett and Tassajara;
and
WHEREAS the Board of Supervisors on February 28, 1989 adopted Resolution
89/108 which made effective a Memorandum of Understanding between the County
and Local 1230, International Association of Firefighters (IAFF) containing
provisions for a 4.4% (43 level ) general increase effective January 1, 1989
with a lump sum payment for the month of January 1989; and
WHEREAS the Board of Supervisors on March 28, 1989 adopted Resolution
89/192 which implemented a 4.4% (43 level ) general increase for fire management
classifications in merit system Fire Districts effective January 1, 1989 with a
lump sum payment back to January 1, 1989; NOW THEREFORE, the Contra Costa
County Board of Supervisors in its capacity as governing board of the County of
Contra Costa and all districts of which it is the ex-officio governing board
RESOLVES THAT:
A. The following rates of pay for full-time employees of East Diablo and
Bethel Island volunteer fire districts are established effective
January 1, 1989.
1. EAST DIABLO

B. In lieu of a retroactive pay requiring special payroll recomputation
processing back to January 1, 1989, the County will make a lump sum
payment to each employee in classes listed in Section A above for the
months of January, February and March 1989. Such payment will be computed
utilizing the March 10, 1989 quarter-to-date payroll gross earnings, which
includes base pay (minus AWOP), overtime and other differential payments
ordinarily computed as a percentage of base pay. This amount is to then
be multiplied by 4.4% for all employees to compute the lump sum payment.
This procedure may be expressed as follows:
1st QTD (retro pay base) x 4.4% - Lump Sum Payment
The lump sum payment will be added to employee's regular May 10th pay
warrants and is subject to normal tax withholding and retirement deduction
requirements.
If, after receiving the lump sum payment, an employee finds more than a
thirty dollar ($30.00) negative difference in pay, the Auditor's Office
will verify the difference, if any, and will pay the difference as soon as
possible. The Auditor-Controller's Office must be notified in writing of
any difference no later than five (5) working days following receipt of
the May 10, 1989 lump sum payment.
C. Salary Schedule XA-1492 is adopted as indicated below and full-time
employees in the volunteer districts of Byron, Oakley, Crockett and
Tassaj ara are compensated on this schedule as specified; except that the
position of Fire Station Operation in the Oakley Fire Protection District
.shall be compensated at a salary schedule and level equivalent to the
merit system class of Firefighter:

D. For the period January, February and March 1989, a lump-sum payment will
be made to employees whose classifications are listed in Section, C under
conditions noted above in Section B.
E. Full-time employees of the several volunteer fire protection districts
whose position titles are listed in Sections A and C above shall continue
to be eligible to participate in the County Health Plan program of
combined medical , dental and life insurance coverages through Contra Costa
County Health Plan (CCHP) , Herrick-Alta Bates Health Service (HEALS),
Kaiser-Permanente Foundation (KPF) , Delta Dental Service (DDS) , Safeguard
Dental Plan (SDG) and Aetna Life Insurance. The volunteer Fire Districts
will contribute up to the following monthly amounts toward the existing
program of insured coverage(s) provided.

F. Effective January 1, 1989, all eligible full-time employees of the several
volunteer fire protection districts shall receive a First Responder Basic
Life Support differential of seventy dollars ($70.00) per month under the
following terms and conditions:
1. The employee has completed a District approved course of instruction
in Emergency Medical Care; and
2. maintains a current, valid certificate of Emergency Medical Care
Training issued by the respective fire protection district.
The First Responder Basic Life Support differential is payable from the
first shift of actual work in the month following issuance of the
employee' s certificate. To continue to be eligible for the salary
differential , employees shall at all times maintain a current, valid
certificate issued by their respective fire protection district.
G. Effective January 1, 1989, the monthly uniform allowance for the full-time
employees in the classes listed in Section A of this Resolution shall be
forty dollars ($40.00) per month. This amount shall also be available for
the Fire Station Operation in the Oakley Volunteer Fire District on the
same date.
H. Effective January 1, 1989, full-time employees in East Diablo Volunteer
Fire District classifications who possess the appropriate certificates or
educational degrees beyond the minimum requirements for their class and/or
meet appropriate continuing educational requirements, shall be eligible to
qualify for professional development educational incentives under
conditions described herein.
1. Incumbents of the fol-lowing classifications are eligible to
participate in this program:
a. Fire Chief
b: First Assistant Chief
c. Second Assistant Chief
2. All differentials shall be designated as either contingent or
permanent allowances and shall be awarded in increments of 2.5% of
monthly base salary. The combined contingent and permanent
educational incentives awarded any employee in any class listed above
shall not exceed 7.5% of monthly base pay.
3. This plan will be subject to appropriate administrative guidelines
and controls developed by the East Diablo Fire Chief and Board of
Fire Commissioners and approved by the Personnel Director to insure
that standards described herein are met. These guidelines will
include, but are not limited to, the following requirements:
a. Employees who qualified for permanent allowance at either the
2.5% or 5% level as described herein effective January 1, 1989,
shall be eligible for receipt of the appropriate allowance
beginning on that date.
b. Employees who wish to qualify for any 2.5% contingent allowance
as described herein may do so effective July 1, 1989 providing
that (1) the appropriate training or education requirement has
been completed between January 1, 1989 and July 1, 1989 and (2)
the employee has officially declared the specific training or
educational objective being pursued.
C. Subsequent to July 1, 1989, employees may qualify for either the
permanent or contingent levels of allowance as defined herein
effective the first day of the month providing that acceptable
documentation is received by fire district administration not
later than the twenty-fifth of the preceding month.
