SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND APD JUSTIFICATION
RECOMMENDATION:
Request the California Highway Patrol to again conduct an
operation to identify illegal out-of-state vehicle license
plates at work sites in Contra Costa County. Also, commend
the CHP for their past efforts.
BACKGROUND:
The attached letter explains the current situation. The
leadership from the Board of Supervisors is largely
responsible for moving this issue forward in the past and we
must once again turn attention to this matter

Dear Supervisor McPeak:
Calendar year 1988 has come to an end and I would like to provide
you with a brief overview of our activities and accomplishments
during that period. I feel we were able to work toward common
goals and resolve problems in the best interests of the public we
both serve . Indeed , with your support, we have been able to meet
many of our goals during this past calendar year.
ACCIDENTS
Reportable accidents , which included injury and fatal accidents
in Contra Costa County, have decreased 15 . 6 percent from 1678 to
1500 when compared to the same period last year. Our goal for
calendar year 1988 was to allow no more than a four percent
increase. Considering that Contra Costa is one of the fastest
growing counties ' in the State of California , this was quite an
accomplishment .
DRIVING WHILE UNDER THE INFLUENCE
Area-wide DUI/PCF ( Driving under the influence/primary collision
factor) accidents for the past year have increased 6. 0 percent
while arrests have decreased 7 . 4 percent .
RADAR ENFORCEMENT PROGRAM
The average speed on target roadways has been reduced by an
average of 10 percent since the program began in August 1986 .
Reportable traffic collisions on radar patrolled roadways are at
a rate significantly lower than that experienced in 1985. We
believe the use of radar has contributed to the reduction in
reportable accidents . All media articles regarding radar use
have been positive and supportive of its use .

The radar speed enforcement program is a very effective tool in
the Area ' s overall' traffic management plan . December saw an
expansion of radar', usage to a total of 50 designated roadways .
SPECIAL ENFORCEMENiT UNIT (SEUL

This is a special 'enforcement team, comprised of one sergeant and
eight traffic officers , that handles problem areas and citizen
traffic complaints:. During the past calendar year , they were
very instrumental in the Area reaching its goals . They handled
approximately 120 citizen complaints , have had a major impact in
seat belt and child restraint usage, and they are currently the
major contributor of enforcement in our airoperationsprogram
against speed viola" tions .
HAZARDOUS MATERIALS/COMMERCIAL ENFORCEMENT
The commercial enf6rcement went very well this past calendar year
with a total of 4, 147 commercial citations being issued .
Hazardous material ;!'; inspections are conducted on an ongoing basis
throughout the year . and resulted in 231 hazardous material
citations being issued . There were also 2 ,221 brake citations
and 930 log book citations .
FOREIGN VEHICLE REGISTRATION
The Area ' s Foreign -Vehicle Registration Program has collected a
total of $270 ,739 in delinquent registration fees on 1 ,676
vehicles during thi's past calendar year.
The items selected :for this report are intended to provide only a
broad overview of o.*ur operation and give you some insight about
several program which have been of great value to all Contra
Costa County citizens . I feel it is appropriate to recognize
that the primary mission of the California Highway Patrol
concerns safety , security, and service to the public. This is
accomplished primarlily through accident prevention , emergency
incident and traffic management. In carrying out this mission we
have , with our limi,t. ed resources , tried to provide the entire
county with uniform,* enforcement and services , without neglecting
any community or region .
I hope this report conveys our commitment to traffic safety. As
the Commander of the Contra Costa Area , I feel we have worked
together to make life a little better and safer for each person
who lives and travels in Contra Costa County.
