SUBJECT: IMPLEMENTATION OF SCENIC ROUTES ELEMENT w
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Direct the Community Development
Department to schedule at least three regional workshops during the
balance of this year to inform the public as to which routes in their
geographic area is designated as a scenic route; to inform the public
of the goals and details of our General Plan as it relates to scenic
routes; and to invite the public to participate with ideas to enhance
our existing scenic routes as well as to suggest any roads for
addition to the county system.
After the regional workshops, establish a regional task
force to develop and implement a program for enhancing our scenic
corridors and direct the Community Development Department to staff the
task force.
BACKGROUND INFORMATION: As part of the major theme set for
1989--"Keep Contra Costa Beautiful! "--a more detailed and comprehen-
sive implementation of the existing Scenic Routes Element in our
General Plan and proposed guidelines in the new plan should occur.
To assist in carrying out the General Plan goals and the new
guidelines, I suggest the regional workshops be scheduled in
coordination with the cities in the region. The State Department of
Transportation should be invited to participate. The three workshops
could be set up on a East, West and Central division of the geography
or could be expanded to five worksops based on supervisorial
districts.
I would further recommend that supervisors participate in
the workshops in their region to help kick off this examination and
enhancement of our scenic routes. Community Development Department
has expressed their interest in helping implement this program and
would be the appropriate department to staff the regional workshops.
After the workshops, regional task forces should be
established. Citizens with the time and interest should be invited to
participate in contributing to an active enhancement program in
defining the necessary steps to be taken in their area (e.g. , planting
trees in strategic locations, removing junkyards or other blight from
lands adjacent to and visible from scenic routes) working with the
state to achieve state scenic route designation in certain cases.
