Cly ' #: V1..11 ilr Proposed Increase in the Excise SUBJECT: Tax on Alcoholic Beverages SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Acknowledge receipt of this report from our Committee and authorize us to continue to provide oversight over efforts to enact legislation to increase the excise tax on alcoholic beverages or to qualify an initiative for the ballot in 1990 . 2 . Request the Health Services Director to provide a further status report to our Committee on this subject as events warrant. BACKGROUND: On November 29, 1989, the Board of Supervisors referred to our Committee the efforts which are underway to either enact legislation this year to increase the excise tax on alcoholic beverages, or to qualify an initiative measure on the ballot in 1990 . We met with the Health Services Director on this subject on February 27, 1989. He reported that Assemblyman Connelly has scheduled a series of meetings designed, apparently, to qualify an initiative measure for the ballot in 1990 which would increase the excise tax on wine by 60 cents per gallon. Other tax increases for beer and distilled spirits may also be proposed. Other efforts are being initiated to increase the tax on wine by 5 cents per gallon. The wine industry is, apparently, agreeable to at least discussing such an increase. Other elements of the alcoholic beverage industry are opposed to any legislative efforts to increase the excise tax on their products. Any effort to qualify or campaign for an initiative effort to implement substantial increases in the excise tax on alcoholic beverages will be met with stiff opposition from the industry. Our Committee is interested in continuing to follow these efforts and be aware of what plans are underway. It is still too early to tell exactly which of, these efforts has the greatest possibility of success, but we will. keep the. Board advised as we receive further status reports from the Health Services Director.
