SUBJECT: Accept Federal Aviation Administration (FAA) Grant for
$2,000,000 . 00 (AIP Project No. 3-06-0008-03) for New East
County Airport Land Acquisition
Specific Request(s) or Recommendation(s) & Background &
Justification
I . RECOMMENDATION
APPROVE and AUTHORIZE the Chairman of the Board of Supervisors
to sign a Statement of Acceptance of said Grant Offer
(entitled Part II - Acceptance) on behalf of Contra Costa
County; and
AUTHORIZE AND DIRECT the Clerk of the Board to attest the
signature of the Chairman and to impress the official seal of
Contra Costa County on the aforesaid Statement of Acceptance;
and
AUTHORIZE AND DIRECT County Counsel to sign a Certificate of
Sponsor's Attorney (entitled CERTIFICATE OF SPONSOR'S
ATTORNEY) which certifies that the acceptance complies with
all applicable laws and constitutes a legal and binding
obligation.

II . FINANCIAL IMPACT
The total cost of the project is $2,000,000 . Ten percent ( 10%)
of the project, in the amount of $222,222, is the
responsibility of Contra Costa County and will be paid out of
the Airport Enterprise account utilizing a loan from the State
of California Department of Transportation (Caltrans) Matching
Loan Program.
III . REASONS FOR RECOMMENDATION/BACKGROUND
On June 3, 1986, the Board of Supervisors authorized a pre-
application in the amount of $7,020,000 to the Federal Aviation
Administration for the grants for the new east county airport.
This is a part of that project.
Under this project, it is anticipated that we will acquire
eight parcels amounting to approximately 424 acres which will
complete the fee acquisition acreage for the airport. In
addition, this will acquire conservation easements on
additional 1,740 acres.
It is anticipated that construction will begin on the new
portion of the airport in the Spring of 1990 . In the interim,
the County will operate the existing Contra Costa County-Byron
Airport as it currently exists. We anticipate only minimal
improvements to the existing facilities to maintain them in a
safe manner until such time as the new portion of the airport
is developed.
