SUBJECT: Approve a Purchase Order in the Amount of $692,427. 00
to Southern Pacific Pipe Lines, Inc. for Pipeline
Relocation, San Ramon Bypass Channel, Flood Control
Zone 3B (#7520-6B8637) .

Justification
I. RECOMMENDATION
APPROVE the issuance of a purchase order in the amount of
$692,427. 00 payable to Southern Pacific Pipe Lines, Inc. for
relocation of pipeline facilities required for the San Ramon
Bypass Channel-III Project.
II. FINANCIAL IMPACT
The Flood Control District is required to reimburse Southern
Pacific Pipelines, Inc. for the actual cost of relocation work
required to clear the work site of the San Ramon Bypass Channel-
III Project. The estimated cost - of the required work is
$692,427. 00. Southern Pacific Pipe Lines will submit progress
billings which shall be due and payable with 30 days of receipt.
The final billing will include an accounting of the actual costs
of the relocation. These costs are 100 percent reimbursable from
the Department of Water Resources.

III. REASONS FOR RECOMMENDATION/BACKGROUND
The Board of Supervisors on June 11, 1985 executed an agreement
with Southern Pacific Pipe Lines, Inc. (SPPL) for relocation of
pipeline facilities required for construction of the San Ramon
Bypass Channel.
The San Ramon Bypass Channel-III Project requires the relocation
of approximately 610 feet of 10-inch petroleum pipeline crossing
Walnut Creek near Civic Park and approximately 580 feet crossing
San Ramon Creek near Bishop Lane in the City of Walnut Creek.
IV. CONSEQUENCES OF NEGATIVE ACTION
These relocations have been determined to be necessary by the
U. S . Army Corps of Engineers. Failure to relocate the
facilities will result in construction delays and more costly
pipeline protection work.
