That the Board of Supervisors of Contra Costa County. authorize county staff to continue negotiations to secure the rental of the National Guard Armories in Richmond and Concord until the end of April , 1989. 2. That the Board request the Community Homeless Action and Resource Team (CHART) to allocate sufficient funds from the Winter Relief Fund to rent the Concord and Richmond armories through the end of April , 1989. BACKGROUND: The county has been negotiating with the California National Guard to permit it to rent the Concord and Richmond armories on a temporary basis until such time as more permanent facilities can be opened. The National Guard has given the county a favorable response to its request to rent the armories through the end of April . CHART has been administering the Winter Relief Fund for the purposes of assisting the homeless in Contra Costa County. Given the 200+ people who are utilizing the armories on a nightly basis, it seems appropriate that CHART help the county keep these facilities open.
