SUBJECT: Letter of Support for the Rape Crisis Center of West Contra Costa

RECOMMENDATION:
That the Board of Supervisors authorize the Chair of the Board to
sign a letter of support for the Rape Crisis Center of West Contra
Costa's application for special emphasis funding from the State Office
of Criminal Justice Planning.
BACKGROUND:
The number of reported incidences of rape in West Contra Costa
County is extremely high. Recently released statistics indicate that
Richmond is ranked in the top ten cities with the highest rates of
reported rapes in the state.
In an effort to improve rape crisis services in geographic areas of
the state where there is a high reported incidence of rape, the State
Office of Criminal Justice Planning has established a special emphasis
program. The Rape Crisis Center of West Contra Costa is submitting an
application for a grant under this program.

Dear Mr. Howenstein:
I am writing on behalf of the Board of Supervisors of
Contra Costa County to support the application of the Rape
Crisis Center of West Contra Costa (RCC) for special emphasis
funding from your office.
Our second largest city, Richmond, ranks fifth in the
State of California in reported rapes. The Rape Crisis Center
is proposing funding to support specialized services to this
population. It is our understanding that the Rape Crisis Center
intends to work closely with Richmond churches and neighborhood
crime prevention groups to formalize referral of rape victims to
RCC for services and that RCC will closely coordinate with local
drug treatment programs and social service agencies to meet the
special needs of Richmond rape victims. We strongly support
these efforts.
The Rape Crisis Center of West Contra Costa has been a
well-respected provider of quality services in our County since
1974. Due to their assistance and efforts this year, rape
crisis services have been maintained in central Contra Costa
County. The Rape Crisis Center of West Contra Costa provided
critical services for rape victims and will further increase
their aid to Richmond victims through the Richmond Organized
Against Rape (ROAR) project.
Having taken formal action today, the Board of
Supervisors urges your favorable consideration of their
application.
