Merrill, Presiding Judge, Contra Costa County Superior Court, commenting on efforts to combat the drug problem and the resulting impact on the Court system. As recommended by Supervisor Powers, IT IS BY THE BOARD ORDERED that the letter from Judge Merrill is REFERRED to the Finance Committee to consider in conjunction with the issue of a tax measure to fund the war on drugs. This is a problem we face everyday in our courts . Drug cases are the prime reason our court caGe structure has almost come to a breaking point. If your program will involve more arrests , you should be aware that under our present circumstances , we do not have the capability to process them. It could mean the destruction of our Family Law Court, our 3300 Program, which is mandated by the Legislature , and eventually, the dismissal of some of our other criminal matters . We would hope, therefore , that if you intend to increase your law enforcement in the drug area , you will bear the above in mind.
