SUBJECT: In the Matter of Amending ) Resolution No. 87/687 ) RESOLUTION NO. 89/1.9.3 } WHEREAS the Contra Costa County Board of Supervisors adopted Resolution No. 87/687 on December 1, 1987 relating to salary and benefits for Management and Unrepresented employees; and WHEREAS the County Administrator has reviewed and approved the recommendation of the Public Works Director for management salary changes necessary to establish appropriate relationships with classes represented by the Western Council of Engineers; and WHEREAS the Board has a long standing policy of compensating management and unrepresented employees in all County departments with similar pay and benefits granted represented employees;. NOW THEREFORE BE IT BY THE BOARD RESOLVED that Section A, Salaries and Incentives, of Resolution No. 87/687 is amended as follows: A. SALARIES 1. General Adjustments. The salaries of the management engineers whose classifications are set forth in the document entitled "Exhibit A" attached hereto and incorporated herein, are as specified effective April 1, 1989. SUBJECT: In the Matter of Amending ) Resolution No. 87/687 ) RESOLUTION NO. 89/192 WHEREAS the Contra Costa County Board of Supervisors adopted Resolution No. 87/687 on December 1, 1987 relating to salary and benefits for Management and Unrepresented employees; and WHEREAS the Board having adopted Memoranda of Understanding with the International Association of Firefighters, Local . 123O containing compensation and benefit provisions which are applicable to related management classes; NOW THEREFORE BE IT BY THE BOARD RESOLVED that Section A, Salaries and Incentives, of Resolution No. 87/687 is amended as follows: A. SALARIES 1. General Adjustments. The salaries of the management employees within the Contra Costa County, Moraga, Orinda, Riverview and West County Fire Protection Districts whose classifications are set forth in the document entitled "Exhibit A" attached hereto and incorporated herein, are as specified effective January 1, 1989. 2. Lump Sum Payment. In lieu of a retroactive pay requiring special payroll recomputation processing back to January 1, 1989, the County will make a lump sum payment to each employee for the months of January, February and March 1989. Such payment will be computed utilizing the March 10, 1989 quarter-to-date payroll gross earnings, which includes base pay (minus AWOP) , overtime and other differential payments ordinarily computed as a percentage of base pay. This amount is to then be multiplied by 4.4% for all employees to compute the lump sum payment. This procedure may be expressed as follows: 1st QTD (retro pay base) x 4.4% = Lump Sum Payment The lump sum payment will be added to employee's regular May 10th pay warrants and is subject to normal tax withholding and retirement deduction requirements. If, after receiving the lump sum payment, an employee finds more than a thirty dollar ($30.00) negative difference in pay, the Auditor's Office will verify the difference, if any, and will pay the difference as soon as possible. The Auditor-Controller's Office must be notified in writing of any difference no later than five (5) working days following receipt of the May 10, 1989 lump sum payment. B. EDUCATIONAL INCENTIVE 1. Effective January 1, 1989, employees in merit system Fire District management classifications who possess the appropriate certificates or educational degrees beyond the minimum requirements for their class and/or meet appropriate continuing educational requirements, shall be eligible to qualify for professional development educational incentives under conditions described herein. - 1 - RESOLUTION NO. 89/192 i 2. Incumbents of the following classifications are 'eligible to participate in this incentive program: Fire Chief (RPAA) Fire Chief-Riverview (RPAB) Fire Chief-Group II (RPAC) Assistant Fire Chief-Group I (RPBA) Assistant Fire Chief-Riverview (RPBB) Assistant Fire Chief-Group II (RPBC) Battalion Chief (RPHA) Battalion Chief-Riverview (RPHB) Fire District Hazardous Materials Program Manager (RJSA) Fire Officer-Exempt (RPH1) Fire Marshal-Group II (RJDA) Fire Marshal-West (RJDB) Fire Training Supervisor (RWHA) Fire District Communications Manager (REDB) Supervising Fire Inspector (RJHB) Supervising Fire Inspector-Riverview (RJHA) Chief Fire Inspector (RJGA) 3. All differentials shall be designated as either contingent or permanent allowances and shall be awarded in increments of 2.5% of monthly base salary. The combined contingent and permanent educational incentives awarded any empl.oyee in any class listed above shall not exceed 7.5% of monthly base pay. 4. This plan will be subject to appropriate administrative guidelines and controls developed by the individual fire districts and approved by the Personnel Director to insure that standards described herein are met. These guidelines will include, but are not limited to, the following requirements: a. Employees who qualified for permanent allowance at either the 2.5% or 5% level as described herein effective January 1, 1989, shall be eligible for receipt of the appropriate allowance beginning on that date. b. Employees who wish to qualify for any 2.5% contingent allowance as described herein may do so effective July 1, 1989 providing that (1) the appropriate training or education requirement has been completed between January 1, 1989 and July 1, 1989 and (2) the employee has officially declared the specific training or educational objective being pursued. c. Subsequent to July 1, 1989, employees may qualify for either the permanent or contingent levels of al-lowance as defined herein effective the first day of the month providing that acceptable documentation is received by fire district administration not later than the twenty-fifth of the preceding month. 5. The program shall carry as its intent, the further professional development of eligible fire district management personnel by the pursuit and achievement of job-related certificates or degrees to include: a. A Certificate of Achievement in Fire Technology, Business Administration, Management and Supervision, or a related field from an accredited college. b. An Associate of Arts or Science degree from an accredited college with a major in Fire Technology, Business Administration, Management and Supervision, or a related field. c. A Chief Officer certificate issued by the Office of the State Fire. Marshal . d.. A Baccalaureate Degree from an accredited college or university with a major in Business or Public Administration or a related field. - 2 - RESOLUTION NO. 89/192 6. Qualification for allowances shall be under the following conditions: a. A contingent allowance of 2.5% shall be awarded for annually completing at least forty (40) hours of approved education or training or at least three (3) approved college semester units (or equivalent quarter units) , or an approved combination thereof in pursuit of options a through d in Section 5. b. A permanent allowance of 2.5% shall be awarded for possession of one of the options a through d in Section 5. Only one 2.5% permanent allowance is available within this category. c. A permanent allowance of 2.5% shall be awarded for possession of one of options a through d in Section 5 and an additional contingent allowance of 2.5% shall be awarded for annually completing at least forty (40) hours of approved education or training or at least three (3) approved college semester units (.or equivalent quarter units), or an approved combination thereof in pursuit of any other option consistent with the officially declared educational objective. d. A permanent allowance of 5% shall be awarded for possession of either (1) options b and c in Section 5 or (2) options a and d in Section 5. e. A permanent allowance of 5% shall be awarded for possession of either (1) options b and c in Section 5 or (2) options a and d in Section 5 and an additional contingent allowance of 2.5% shall be awarded for annually completing at least forty (40) hours of approved education or training or at least three (3) approved college semester units (or equivalent quarter units) , or an approved combination thereof consistent with the officially declared educational objective. Normally, this objective would be a Fire Chief certificate issued by the Office of the State Fire Marshal , a Baccalaureate Degree or a Master's Degree. C. BENEFITS AND ALLOWANCES 1. Effective January 1, 1989, the monthly uniform allowance for the management employees in the classes listed in Section A-1 of this Resolution shall be forty dollars ($40.00) per month. 2. SUBJECT: In the Matter of Implementation ) of the Extended Range Class of ) RESOLUTION NO. 89/194 Associate Civil Engineer ) WHEREAS the Board of Supervisors has enacted Resolution No. 83/1, as amended, referred to as the Salary Regulations, and Section 20 of that Resolution relates to the compensation and terms and conditions of employment of deep classes; and WHEREAS the- County Administrator has reviewed and approved the recommendation of the Public Works Director for greater flexibility in compensating engineers on special assignments; BE IT BY THE BOARD RESOLVED that effective April 1, 1989, the following provisions are applicable to the extended range class of Associate Civil Engineer. 1. Salary Range. Effective April 1, 1989, the salary schedule/level shall be: Associate Civil Engineer (NKVC) T3-1804 ($3362-4521) 2. Appointment. The appoi.nting authority may make an initial appointment in the class of Associate Civil Engineer (NKVC) at any step of the salary range. Initial appointment shall be in consideration of qualifications of the person appointed and the nature and complexity of; the work to be performed. 3. Allocation of Current Employees. All employees encumbering positions in the class of Associate Civil Engineer shall be allocated effective April 1, 1989 to the step on the salary range in the deep class of Associate Civil Engineer as provided herein. Annually, on the employees anniversary date, the appointing authority may, based upon an evaluation of work performance, award two 2-112% steps (total 5%) for satisfactory performance and may also award either one additional step of 2-112% (total 7-1/2%) or two additional 2-112% steps (total 10%) for outstanding performance. If an employee has received an outstanding pay step of 2-112% on his/her anniversary date, the appointing authority may, based upon an evaluation of work performance, award an additional 2-1/2% outstanding pay step effective six months from the anniversary date. In no instance however, shall an employee be awarded more than two 2-112% outstanding performance steps during a single anniversary year. All outstanding performance steps in effect at an anniversary date are subject to evaluation by the appointing authority and must be affirmatively recommended by the appointing authority to continue or be increased. In instances where one or two 2-1/2% outstanding pay steps are in effect when the employee's annual ,anniversary review is due, the appointing authority may utilize the outstanding pay step(s) then in effect as the base from which any additional satisfactory or outstanding increments _ 1 _ RESOLUTION NO. 89/194 are calculated. No salary step beyond step 9 may be awarded for satisfactory performance. Steps 10, 11, 12 and 13 are reserved exclusively for above average or outstanding performance pay. No provision of this section shall allow salary step placement beyond the uppermost step of the salary schedule/Level to which the class is allocated. 5. Anniversary Dates. Anniversary dates for persons appointed to the extended range class of Associate Civil Engineer shall be set in accordance with Section 3.1 (b.1) of the County Salary Regulations. 6. Other Provisions. Except as may be changed or modified by resolution hereafter, all provisions of the Salary Regulations are applicable to this . extended range class.
