SUBJECT: PUBLIC HOUSING DECONTROL
L. RECOMMENDED ACTION:
ACCEPT letter dated February 24, 1989 from Arthur Kontura, Director, Management
Division, Department of Housing and Urban Development, San Francisco Regional Office,
confirming the status of the Housing Authority of the County of Contra Costa as a
Recognized Performer under the Public Housing Decontrol Handbook.
II . FINANCIAL IMPACT:
None at this time.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On December 1, 1988 the Housing Authority of the County of Contra Costa
submitted a Decontrol Certification to the Department of Housing and Urban
Development. HUD has now verified that Decontrol Certification and has confirmed
that the Housing Authority is a Recognized Performer under the Public Housing
Decontrol Handbook. A copy of the confirmation letter from Arthur; Kontura, Director,
Management Division, dated February 24, 1989, is attached for your, review.
Status as a Recognized Performer entitles the Housing Authority to substantial
relief from HUD review and paperwork requirements. Some of the areas of relief are:
1. Budget review Recognized Performers will be entitled to exercise maximum
authority and responsibility for making and managing their annual operating
budgets.
2. Comprehensive Improvement Assistance Program (CIAP) - Recognized Performers
are relieved of HUD review of architects/engineers contracts; HUD review
of construction and bid documents; HUD review of change orders.
3. Reviews, Audits and Surveys - Recognized Performers are entitled to special
treatment in regard to HUD reviews, audits and surveys.

4. Tenants Accounts Receivables (TARs) - Recognized Performers need only
submit TARs reports annually.
5. Contracts for Services - Recognized Performers are relieved of HUD approval
for various PHA contracts for services to management and/or development.
