Spooner , Contracts AdministratorCosta DATE: March 15, 1989 County SUBJECT: Approval of Novation Contract #22-182-11 with Tri Valley Rehabilitation SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chairman to execute on behalf of the County, Novation Contract #22-182-11 with Tri Valley Rehabilitation in the amount of $223 ,586 for the period July 1 , 1988 - June 30 , 1989 for provision of pediatric therapy. II . FINANCIAL IMPACT : Funding for this service is included in the FY 1988-89 Department Budget . Actual cost to the County depends upon utilization. Sources of funding for this contract are the State ( 80%) and the County (20% ) . This novation contract represents a $9 ,213 decrease in the payment limit of the prior contract . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : On June 28 , 1988 the Board approved Contract #22-182-10 with Tri Valley Rehabilitation for pediatric therapy services . Contract #22-182-10 contained a Schedule of Quarterly Payment Limits which set forth a maximum payment for each quarter of the contract term. During the first two quarters of the contract term, actual utilization of contractor ' s services was less than the quarterly payment limits . However , during the last two quarters , utilization of contractor ' s service is expected to dramatically increase due to maternity leaves by three County therapists . Novation Contract #22- 182-11 is necessary to replace the Schedule of Quarterly Payment Limits to accurately reflect decreased utilization of contractor ' s services during the first two quarters of the contract term, and to increase the quarterly payment limits for the last two quarters to cover increased uti- lization due to maternity leaves by County staff . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing, Health Services Department ) .
