REASONS FOR RECOMMENDATIO&BACKGROUND The volume of wastewater flowing to the existing treatment plant increases with each house built in the District and1the volume is approaching the capacity of the plant. New Discoveries, Inc. desires to continue developing Discovery Bay and has agreed to pay for expanding the plant to increase the capacity to that needed to service their proposed development. The project has been determined to be in compliance with the General Plan. A negative declaration of environmental significance pertaining to this project was published and the Board has considered the negative declaration together with all comments received during the public review process. IV. CONSEQUENCES OF NEGATIVE ACTION The District will have to limit the number of houses permitted to connect to the sewer system. This would stop all development in the District. I 1 1
