SUBJECT: APPROVE EXPANSION OF THE CONTRA COSTA COUNTY SANITATION
DISTRICT 19 WASTEWATER TREATMENT PLANT AND CERTIFY THE
NEGATIVE DECLARATION FOR THE EXPANSION.
Specific Request(s) or Recommendation(s) & Background &
Justification
I. RECON74ENDATION
IT IS RECOMMENDED that the Board of Supervisors of Contra Costa
County, as the Board of Directors of Contra Costa County
Sanitation District No. 19:
A. FIND, on the basis of the initial study and all
comments received, that there is no substantial evidence
that the project will have a significant effect on the
environment, and APPROVE the negative declaration.
B. DIRECT the Director of Community Development to file a
Notice of Determination with the County Clerk.
C. APPROVE the expansion of the Contra Costa County
Sanitation District No. 19 Wastewater Treatment Plant to
increase the capacity from 0.80 to 1.20 million gallons per
day.
II. FINANCIAL IMPACT
The above actions have no impact on the County's or the
District's finances. . New Discoveries, Inc. will pay all costs
associated with the plant expansion.

III. REASONS FOR RECOMMENDATIO&BACKGROUND
The volume of wastewater flowing to the existing treatment plant
increases with each house built in the District and1the volume is
approaching the capacity of the plant. New Discoveries, Inc.
desires to continue developing Discovery Bay and has agreed to
pay for expanding the plant to increase the capacity to that
needed to service their proposed development. The project has
been determined to be in compliance with the General Plan. A
negative declaration of environmental significance pertaining to
this project was published and the Board has considered the
negative declaration together with all comments received during
the public review process.
IV. CONSEQUENCES OF NEGATIVE ACTION
The District will have to limit the number of houses permitted to
connect to the sewer system. This would stop all development in
the District.
