SUBJECT: Approving Plans and Specifications for Emergency
Storage Pond Liner, Project No. 7392-6X9E84-89,
Oakley/Bethel Island Area.
Specific Request(s) or Recommendations) & Background &
Justification
I. RECOMMENDATION
APPROVE the Plans and Specifications for the Emergency
Storage Pond Liner Project and ADVERTISE for bids to be
received on Thursday, April 27, 1989 at 2: 00 p.m.
Notice to Contractors shall be given in accordance with
Section 20783 of the Public Contract Code, and the Board
hereby DESIGNATES three public places in the district for
posting of the Notice to Contractors, inasmuch as there are
no newspapers of general circulation printed and published
in the district and no public places in the district have
yet been designated for posting of such notice. The three
public places shall be:
1) United States Post Office, Bethel Island;
2) Bethel Island Municipal Improvement District Office;
and,
3) Bethel Island Fire House.
DIRECT the Director of Community Development to file a
Notice of Exemption with the County Clerk.

II. FINANCIAL IMPACT
The estimated contract cost of the project is $181, 370. It
is to be funded by Contra Costa Sanitation District No. 15.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Chief Engineer, has filed with the Board of Supervisors
as the Governing Body of the Contra Costa County Sanitation
District No. 15, the Plans and Specifications for the
Emergency Storage Pond Liner Project.
The general prevailing rates of wages, which shall be the
minimum rates paid on this project, have been filed with the
Clerk of the Board and copies will be made available to any
interested party upon request.
The project has been determined to be in compliance with the
General Plan. It has been determined that this project is
exempt from CEQA requirements as a Class 1B Categorical
Exemption. The project consists of improvements to an
existing facility. The Board hereby concurs in said
determination.
