BACKGROUND: Our Committee has been asked to review with the appropriate department heads each advisory board, committee and commission which has been created or reorganized in the past five years. On March 13 , 1989, we reviewed with the Social I Services Department staff the functioning of the Adult Day Health Planning Council. Attached is a report from the staff to the Adult Day Health Planning Council which we reviewed with the Chairman of the Council, Dr. A. C. Hollister. From our review, it is clear that the Planning Council serves a needed purpose and should be continued without change. The Council' s emphasis is on providing day services to the frail elderly, certainly a pressing need in this County. PURPOSE The statutory purpose of the Adult Day Health Planning Council is to establish an Adult Day Health Plan for the county. (I have outlined the additional functions of t—,Ine Council in my March 6, 1989 memo to Claude L. Van Max-ter. ) CHAIR Arthur C. Hollister, M.D. currently serves as chair of the Adult Day Health Planning council. MEMBERSHIP The Adult Day Health Planning Council has seventeen members in categories specified by state legislation. A current roster is attached. Hollister, MD FROM Social Service Department cc Jack Bartlett by Beb essler, Area Agency on Aging Staff Assistant SUBJ Adult Day Health Planning Council This memo responds to your request of February 1, 1989 for a brief report regarding the Adult Day Health Planning Council (ADHPC) . The ADHPC was established under the provisions of state legislation to develop an Adult Day Health Plan for the county. Under this plan the Mt. Diablo Rehabilitation Center Adult Day Health Program in Pleasant Hill has been in operation for approximately ten years. On a five day per week basis this program provides therapeutic health, social, and recreational services to frail elderly and younger disabled adults. The goal of the program is to enable these individuals to remain living in a community setting rather than a skilled nursing facility. Unfortunately, the lack of availability of adequate public or private reimbursement mechanisms for adult day health care and the costly licensing and staffing requirements for the program have prevented the development of a network of ten adult -day health centers in the county as outlined in the county plan. Mt. Diablo Rehabilitation Center did operate an additional program in Richmond for a while but was forced to shut it down when it proved not to be fiscally viable. Recognizing the limited role for adult day health centers in our county, the ADHPC has turned its focus to facilitating the growth and development of the broad spectrum of adult day care services which include a wide variety of social and recreational programs. There are about nineteen such programs in the county at the present time. Also, the California Department of Aging (CDA) recognizes the ADHPC as the Long Term Care Review body for the county. CDA refers locally-based proposals for community based long term care services (e.g. Multipurpose Senior Services Project, Linkages, Alzheimer's day care, respite care, adult day health center start-up funds) to the ADHPC for review and comment. In recent months the ADHPC has established a needs assessment committee to review the need for all types of day care services in the county. This committee sponsored a public meeting in GEN 9 (Rev. 1/79) November, 1988 as part of the Area Agency on Aging (AAA) planning process. Some of the recommendations adopted by the committee from this meeting will be incorporated into the AAA plan. The ADHPC intends to continue exploring adult day care needs and to promote the establishment of additional programs. It will also continue to advocate for increased Medi-Cal reimbursement of adult day health care. Although the ADHPC is a freestanding advisory body, it also serves as a committee of the County Advisory Council on Aging for day care and long term care issues. The annual report of the ADHPC is incorporated into the the annual report of the Advisory Council on Aging. The ADHPC holds monthly meetings at the Office on Aging in Concord. The Office on Aging provides the necessary staff support for the ADHPC. These staff costs and other expenses of the ADHPC are funded under the administrative, coordination, and advocacy portions of the AAA budget. Day care services for frail elderly persons are an essential component of the continuum of community based services for which the County as a designated AAA has been charged with coordinating and developing. Accordingly, the ADHPC continues to be a necessary and valuable advisory body for accomplishing that responsibility. A. C.
