SUBJECT: Appointment to the Human Relations Commission
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Appoint to the Human Relations Commission replacing the Rev.
Ron Swisher for a term expiring November 4, 1990:

2 . Request the County Administrator to contact the Hispanic
Roundtable and the Independent Living Resource requesting
nominations of individuals who might be considered by our
Committee for appointment to the Human Relations Commission
representing the Hispanic and disabled communities to
replace Alex Zermeno, who has resigned from the Commission.
3 . Remove as a referral to our Committee the February 28, 1989
referral of a letter from the Human Relations Commission
noting that the seat of the Rev. Swisher should be declared
vacant, leaving on referral to our Committee the March 7,
1989 referral relating to Mr. Zermeno' s resignation.
BACKGROUND:
On February 28, 1989, the Board of Supervisors declared vacant
the seat of the Rev. Ron Swisher. On March 7, 1989, the Board of
Supervisors accepted the resignation of Alex Zermeno from the
Human Relations Commission and referred the vacancy to our
Committee.

Our Committee 'has reviewed the current composition of the Human
Relations Commission and have determined that it would be
appropriate to appoint Lee Howard to the Human Relations
Commission. Mr. Howard is President of the Richmond NAACP and
has been an outstanding advocate for the rights of minorities in
this County for many years. Mr. Howard' s application is
attached, along with the memo from the County Administrator' s
Office summarizing the composition., of the Human Relations
Commission.
we feel it is important to appoint either another Hispanic to the
Commission replacing Mr. Zermeno or to appoint a disabled person,
since that very significant minority group is not now represented
on the Commission. As a result, we want to solicit nominations
from the Hispanic Roundtable and the Independent Living Resource.
Once we have received their suggestions, it is our intent to
recommend to the Board of supervisors the appointment of either a
Hispanic or a disabled person.

We have placed on the agenda for your meeting on March 13, 1989
the matter of appointments to the Human Relations Commission.
There are currently two vacancies on the Human Relations
Commission, representing the resignations of the Rev. Ronald
Swisher and Alex Zermeno.
The current composition of the Commission is as follows:
Central County Residents - 9
West County Residents - 4
East County Residents - 3
Male: 9
Female: 7
Black: - 3
Hispanic - 3
Asian - 2
Filipino - 1
Caucasian - 7
It, therefore, appears that appointments to the two current
vacancies should be from East or West County and at least one
should be a woman. The Commission appears to have a reasonable
ethnic and racial balance at this point so the race of the
appointees is perhaps less important than it has been in the
past.
Attached are copies of the applications which were considered by
the 1988 Internal Operations Committee when appointments were
last made, the current composition of the Commission and copies
of the last several Board Orders which indicated the intent of
the Board at that time regarding future appointments.

We have done no advertising for these vacancies beyond the
required posting of the vacancies, but could do so if the
Committee wishes to consider other possible applicants.
