HomeMy WebLinkAboutMINUTES - 03211989 - 2.3 a.3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 21, 1989 ,by the. following vote: AYES: Supervisors Powers, Fanden, Schroder, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: Council on Aging Legislative Platform Walter Blumst, President, County Advisory Council on Aging, made a brief presentation to the Board on legislation which would foster the development of a comprehensive system of care for the State' s elderly population, as noted in the attached Legislative Priorities list. Board members being in agreement, IT IS ORDERED that the 1989-91 Legislative Platform developed by the California Association of Area Agencies on Aging and the Triple A Council of California is ENDORSED. Long Term Care/SNF a. Advocate affordable, comprehensive Long Term Care Insurance for all Californians, regardless of financial status. b. Advocate increased protection for patients in skilled nursing facilities to include training of staff as well as the development and implementation of a standardized screening procedure for all personnel. 2 . Elder Abuse a. Promote legislation which requires coordination between State Departments and local social service agencies which are responsible for protective services. b. Advocate state funding of mandated reporting and appropriate investigation and follow-up activities, including counseling, on a 24-hour basis for incidences of abuse. 3 . Adult Day Health Care a. Support legislation or regulatory changes which will maintain and expand adult day health care centers. b. Advocate increased funding and expansion of social day care centers (including providing some Medi-Cal reimbursement for certain services) . Social Day Care Program expansion should include vital life-enhancing programs, controlled by boards made up of seniors. 4 . California Health Plan a. Support the creation of a state health insurance plan whose intent would be to provide comprehensive health services, including long term care insurance and non-profit services, for all California citizens, regardless of financial status. THE CONTRA COSTA COUNTY ADVISORY COUNCIL ON AGING IS APPOINTED BY THE BOARD OF SUPER- VISORS TO ADVISE THE AREA AGENCY ON AGING ON ALL MATTERS RELATED TO THE DEVELOPMENT AND ADMINISTRATION OF THE ANNUAL AREA AGENCY PLAN AND OPERATIONS CONDUCTED THEREUNDER,IN ACCORDANCE WITH MANDATES FROM THE OLDER AMERICANS ACT.ANY COMMENTS OR RECOMMENDATIONS MADE BY THE COUNCIL OR ITS INDIVIDUAL MEMBERS DO NOT REPRESENT THE OFFICIAL POSITION OF THE COUNTY OR ANY OF ITS OFFICERS. 5. Health Education/Services a. Support health promotion programs directed towards the needs of the elderly. b. Support development of programs which place emphasis on preventive health promotion for the elderly. c. Promote development of peer support groups. 6. Housing a. Establish a State rent program for seniors similar to the Federal Section 8 program. b. Advocate a state-funded housing rehabilitation program to enable the impaired aged to remain in their homes longer. c. Advocate development and implementation of innovative housing concepts and projects. d. Advocate the development of affordable housing for low-income people, including shared housing. 7. Transportation a. Advocate for a fair share of the paratransit funds available for seniors. b. Support the programs that provide for a discounted fare for seniors and fixed route systems. 8 . Self Help Education to promote self esteem and self sufficiency. 9. Support development and operation of senior centers. IBM1 A3 LEGPRI
