HomeMy WebLinkAboutMINUTES - 03211989 - 1.51 1-051 TO: BOARD OF SUPERVISORS FROM: Allen Little, Contra Fire Chief Costa DATE: March 2, 1989 County SUBJECT: RELEASE OF RIVERVIEW FIRE PROTECTION DISTRICT DEVELOPMENT FEE FUNDS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Authorize the County Auditor Controller to transfer $98 , 400 from the Riverview Fire District Development Fee Trust Account No. 8509 to the District' s Capital Outlay Fund No. 2033 and authorize related appropriation adjustments for the purchase of capital equipment and projects. FINANCIAL IMPACT: Enable Riverview Fire Protection District to cover costs of capital facilities, equipment and projects related to the establishment of a new fire station. BACKGROUND/REASON FOR RECOMMENDATION: In February 1987 , the Board of Supervisors adopted Ordinance No. 87-10, which established a fire protection facilities fee for the Riverview Fire District. The cities of Antioch and Pittsburg adopted similar ordinances in 1987. The fee is levied on new construction as part of the building permit process. The purpose of the fee is to produce revenue to implement the District' s five year financing plan for the acquisition of new facilities and equipment. Since the effective dates of the ordinances, the District has collected: County Building Inspection Department: $ 98, 400 City of Antioch: 202 , 000 City of Pittsburg: 2.38 ,745 Amount to be appropriated $ 539,145 The funds from the County Building Inspection Department have been deposited in a special trust fund (No. 8509) and the funds from the cities of Antioch and Pittsburg have been deposited in the District' s Capital Outlay Fund pending the selection of capital equipment and the identification of station projects. The District has identified the need for two ( 2 ) fire engines, other capital equipment and projects, and with the assistance of County Purchasing, will be arranging for the purchase of said vehicles, equipment and needed services. Accordingly, it is necessary to release and transfer funds from the trust fund to the District' s capital outlay budget to complete the acquisition process.
