March 8, 1989 COJ* SUBJECT: Authorization to Execute Amendment Agreement to JTPA Title III/Set Aside Contract with Worldwide Educational Services (County #19-3010-1) SPECIFIC REQUEST(S) OR RECOMMIENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute a JTPA Title III Contract Amendment Agreement with Worldwide Educational Services, Inc. (County #19- 3010-1) to extend contract ending date from February 28, 1989 to June 30, 1989 and to reduce contract payment limit from $85,810 to $44,118. Ii. FINANCIAL IMPACT: None. 100 percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By its Order on April 5, 1988, the Board of Supervisors approved execution of a JTPA Title III/Set Aside Contract (#19-3010-0) with Worldwide Educational Services to operate a dislocated workers assistance program for individuals scheduled for layoff at Continental Can Company in Pittsburg, California for the term beginning March 1, 1988 and ending February 28, 1989, with a maximum payment limit of $85,810. While it was initially anticipated that the Continental Can Plant would be closed by late May or early June 1988, the proposed closure date was postponed to late September 1988. By September it was determined that while the workforce would be significantly reduced, part of the plant facility would be kept open and a minimal work crew retained. As a response to these developments, the Private Industry Council amended its JTPA Title III Subgrant Agreement with the State's Employment Development Department (EDD) to extend the termination date of the grant from February 28, 1989 to June 30, 1989. This Amendment was formally executed by State EDD early in January 1989. (It is anticipated that these funds will be transferred by the State to County's regular Title III allocated funds grant. ) In order to complete committed services/training to current Continental Can Company participants it is necessary to extend the termination date of this contract to June 30, 1989 to coincide with the State Grant.
