THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 14, 1989 , by the following vote:
AYES: Supervisors Powers, Fanden, McPeak, Torlakson

ABSENT: Supervisor Schroder

SUBJECT: Water Conservation
The Board received a letter dated March 1, 1989 from Ed
Seegmiller, General Manager, Contra Costa Water District, P.O. Box
H2O, Concord 94524, encouraging the use of water conservation
planning in the design and operation of development projects where
feasible.
Supervisor Nancy Fanden commented on the need for
follow-up on the implementation of the County' s recently adopted
policy relative to the use of dual water systems in new
developments. She referred to the increasing number of wells in
the Brentwood and Discovery Bay areas and noted that there is a
need for more information on the issue of ground water
over-drafting and recharging in those areas. Supervisor Fanden
commented on the Mt. View Sanitary District' s successful water
reclamation efforts, and proposed working together with the
District to develop a beautification project at the entrance to
Contra Costa County.
Board members being in agreement, IT IS ORDERED that the
following actions are APPROVED:
1. REFERRED letter from the Contra Costa Water District
relative to water conservation in development projects
to the Community Development Director;
2. REQUESTED the Community Development Director to report
every six months on implementation of policy relative to
use of dual water systems in new developments;
3 . REQUESTED the Water Committee to report further on
implementation schedule for ordinance/resolution to
require use of dual water systems in new developments;
and
4. REFERRED to the Water Committee the issue of ground
water over-drafting and recharging in the Brentwood and
Discovery Bay areas and a proposal to work with CALTRANS
and the Mt. View Sanitary District on a beautification
project, using reclaimed water, at the entrance to the
County at the south end of the Martinez-Benicia Bridge.

Subject: Supervisor Torlakson February 3 correspondence to
Donald Freitas, CCWD President, on development
projects with potential for dual-use water systems and
use of reclaimed water.
Dear Mr. Batchelor:
The Contra Costa Water District (CCWD) encourages the use of
water conservation planning in the design and operation of
development projects where it is feasible and where conditions
,may warrant. We presume that dual-use water systems include
separate water lines to distribute treated municipal water and
well water or reclaimed water. Such systems have not been
required previously by CCWD or in County conditions of Tentative
Map or Planned Development approvals to our knowledge. The
current Oakhurst Country Club project in the City of Clayton
will be using wells to provide irrigation water on a proposed
golf course and several other developed residential projects
have the capability to use acceptable well water supplies.
As far as reclaimed water use is concerned, CCWD is currently
participating with the Central Contra Costa Sanitary District
(CCCSD) in a pilot project to deliver reclaimed water to the
Shell Oil Company and Tosco Corporation refineries to augment
cooling water supplies. It is also proposed to expand the use
of reclaimed water to landscape irrigation along Cal Trans
freeways locally.

In response to your request, we will cooperate with the
Community Development Department in the consideration and
application of dual-use water systems with clearly separately
identified water lines and facilities in future major
developments where conditions would allow them.
