RECOMMENDATION•
Adopt a position as SPONSOR of AB 899 by Assemblyman Campbell
which would allow Contra Costa County to undertake a project to
attempt to prove that early and intensive intervention and
support for a family where a child is otherwise likely to be
placed in foster care or in a .group home can be successful in
preventing the need for placement or reduce the time placement is
necessary, thereby saving money for all levels of government.
BACKGROUND:
In 1988, Solano County was successful in obtaining legislation
which allowed the County to draw down a portion of its placement
( foster care) funds in order to hire staff to provide an
intensive intervention and support project with Social Services
clients. The thesis of the project is that such early
intervention and support will reduce the time that a child must
be in placement or may actually eliminate the need for placement
entirely. Solano County' s project is, however, limited to
intervention by Social Services staff.
Contra Costa County was unsuccessful in attempting to obtain
designation as one of the three projects authorized by the Solano
County legislation. As a result, the County applied for and was
granted funds by a private foundation to attempt a similar
project in East County (the Family Preservation Project) , using,
however, staff and resources not only from the Social Services
Department, but also from Probation and Mental Health.
One part of the Board' s 1989 Legislative Program provided for a
request for legislation that would authorize Contra Costa County
to extend this East County project countywide on an ter-agency

basis. The County would be allowed to draw a portion of its
foster care funds to hire additional staff to provide intensive
intervention and support services to families now served by
Social Services, Probation or Mental Health. The objective would
be to reduce the costs of placement in an out-of-home setting by
enough to offset the foster care funds that have been used for
the added staff.
Assemblyman Campbell has agreed to carry this legislation for the
County. AB 899 is the result. Assemblymen Baker, Bates and
Isenberg, as well as Senator Boatwright, have agreed to
co-sponsor this legislation, which thus has the support of every
member of the County' s legislative delegation. Since the bill is
a part of the Board' s 1989 Legislative Program and was introduced
at the request of the Board of Supervisors, it is appropriate for
the Board of Supervisors to indicate that they are the sponsor of
the legislation.
