HomeMy WebLinkAboutMINUTES - 02071989 - T.2 T. 2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 7 , 1988 by the following vote: AYES: Supervisors Powers., Fanden, McPeak, Torlakson and Schroder NOES: None ABSENT: None ABSTAIN: None SUBJECT: Proposed Schedule for Countywide General. Plan Hearings and on Solid Waste Issues This was the time fixed for a joint meeting of the Board of Supervisors and the County Planning Commission. The Board agreed to hold this meeting in Room 108, across the hall from its regular Chambers. In attendance were all members of the Board of Supervisors and Juanita Whitney, Chair; George Feliz; Kathleen Nimr and Emil Accornero of the County Planning Commission. Dennis Barry, Principal Planner, Community Development Department, outlined the timeframe for hearings on the ,new Countywide General Plan and submitted a proposed schedule, beginning with a February 21, 1989 County Planning Commission Study Session and ending with the November 10, 1989 expiration of the Statute of Limitation for filing a CEQA court challenge, said schedule attached hereto as Exhibit A. Board members and staff discussed the integration of the process of the hearings on the General Plan and the solid waste issues. Supervisor Schroder suggested that each city in the County be requested to look at the proposed General Plan and compare it with the City Plan in its sphere of influence and then respond to the County. Chairman Torlakson suggested that the letter be sent jointly by the Chair of the Board and the Chair of the County Planning Commission. Commissioner George Feliz suggested that the cities be given guidance in this matter. Supervisor Schroder urged that the Cities be given as much information as possible so that they can compare their General Plans to the County' s. The Board and Commission members further discussed the process for review of the Plan and the various elements, whether the hearings would be general or focused and whether certain elements of the plan could. be bundled for hearing. They also discussed the function and process of the Agricultural Task Force as it relates to the hearings. IT IS BY THE BOARD ORDERED that it ACCEPTS the proposed schedule for the Countywide General Plan. hearings before the County Planning Commission and the Board of Supervisors as a tentative direction, and directed staff to report to the Board the reason for any delays which might occur. IT IS FURTHER ORDERED that the Chair of the Planning Commission and the Chair of the Board of Supervisors are AUTHORIZED to jointly send a letter to the Mayors of the various cities within. Contra Costa County requesting each city to look at the proposed new Countywide General Plan and compare it with the City Plan in its sphere of influence and report thereon to the Board of Supervisors. Charles Zahn, Assistant Director, Community Development Department, reviewed the Board' s January 10, 1989 order setting forth the schedule of hearings on the 1989 County Solid Waste Management Plan in accordance with the Board' s written agreement with the State. Board members and the Commissioners discussed the schedule, the need for public input, and the possible need for night meetings. Supervisor Powers requested a large chart be placed in the Board' s Chambers which integrates anticipated schedules of major planning programs currently being undertaken by the County. Board members discussed the merits thereof and agreed that such a chart is desirable. The Chair of the Planning Commission indicated the Commission' s commitment to help the Board of Supervisors keep the schedule it had agreed upon with the State. The Chair of the Board expressed the Board' s appreciation to staff and to the Planning Commission members attending this joint meeting.
