Introduced January 31 , 1989 ; t DATE: for Board Action February 7, 1989 County �UBJECT: ESTABLISHMENT OF AN AGRICULTURAL TASK FORCE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Establish on a short term basis an Agricultural Task Force to work on the agricultural economy issues and composed of representatives from the East County Regional Planning Commission', the General Plan Congress, the Agricultural Advisory Committee, ' the Cattlemen' s Association, Contra Costa Farm Bureau, Citizen Lands Alliance, and environmental groups. In addition, a Technical Advisory Committee composed of representatives from the East Bay Regional Park District, the Agriculture Department, the Community Development Department, the UC Cooperative Extension and the American Farmlands Trust should be established to work with the task force. BACKGROUND INFORMATION: In conjunction with finalizing the General Plan and launching our policies to work in a coordinated and compatible way with our 18 cities, a short-term task force is needed to work on the agricultural economic issues. One of the toughest policy issues in the new General Plan will be deciding how best to assure the long term economic viability of our priceless agricultural lands. I envision this task force continuing the work that was begun in the General Plan Congress to provide the Planning Commission and Board of Supervisors with a set of recommendations during the public hearing process on the Plan. The task force will develop recommendations regarding an Agricultural Park or Agricultural Enterprise Zone. Other issues to be considered by the task force include: e development rights a urban limit lines a rezoning to 20-acre minimum e fractionalization/ranchetting minimum a cost comparision of development in lieu of continuing agricultural a water districts ' future o horse set-up issue in prime lands area Q identification of funding sources for an Ag Park e definition of areas where policies apply o farm labor housing supply a restrictions on housing in all building permits--for compatibility. Page TWO i considering the tight timeframe, I have begun an informal recruitment for appointments so the Board of Supervisors could have a draft list of possible candidates by mid-February. This would allow time for Board members to provide feedback and further recommendations if they have any. February 28, 1989, is targeted as the date to officially appoint this task force--with the task force expected to complete its purpose by late summer of fall at the time the Board of Supervisors holds its hearings on the General Plan.
