HomeMy WebLinkAboutMINUTES - 07121988 - S.5 TO: BOARD OF SUPERVISORS S.7 Supervisor Tom Torlakson Contra FROM: Costa July 12, 1988 DATE: �y County REQUEST THAT CONTRACT AGENCIES ADOPT BROWN ACT AND SUBJECT: CONFLICT OF INTEREST POLICIES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Consider requiring all county contract agencies to adopt, as part of their bylaws and guidelines, the Brown Act notification, open meeting guidelines and policy on posting agendas plus adopt the special Board of Supervisors ' policy on conflict of interest. Direct the County Administrator' s Office to send copies of these documents to all contract agencies. BACKGROUND INFORMATION: I think a policy is needed requiring all county contract agencies to publish meeting notices in the local newspapers for the area that the organization serves. For example, an east county agency should contact all the East County newspapers--the Beacon Gazette, the Brentwood News, the Discovery Bay Soundings, the Daily Ledger, Post-Dispatch, etc. County Counsel and the County Administrator should determine if any of .our contract agencies need for some reason to do some business outside of the normal open meeting process required by the Brown Act, and if so, those special cases should be identified. Overall, I do not believe there should be any circumstances wherein an agency' s governing board should be allowed an exemption to the Brown Act requirement.
