HomeMy WebLinkAboutMINUTES - 07121988 - S.2 i Z TO: ' BOARD OF SUPERVISORS Contra FROM: Costa Supervisor Tom Powers County DATEt County June 28, 1988 SUBJECTt BART Extensions - SB 1715 (Amended version, 5/31/88) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Contra Costa County Board of Supervisors support SB 1715 (Boatwright) to insure Contra Costa County BART extensions, especially in East and West County, for the future. BACKGROUND: SB 1715 would provide that the BART District may not extend service to any area outside the existing district boundaries until it has made specific commitments to extend District services and facilities to the cities of. Antioch, Pittsburg, Pleasanton, and Livermore, and to the Irvington and Warm Springs areas of the City of Fremont. The legislation also provides that BART service may not be extended into any county which has not been annexed to the District. In addition, the bill would require that the annexing county adopt sales and other taxes for the benefit of the District to generate revenues equivalent to those adopted in the counties composing the existing District. According to the agreement between the BART Board of Directors and San Mateo County, it is estimated that $50 million will come to Contra Costa County towards the funding of BART extensions from Concord to West Pittsburg. However, the total funding needed to extend BART from Concord to West Pittsburg is approximately $425. million. While there are several potential funding sources to complete this project, none of the sources can be guaranteed. For example, approximately $178 million of potential funding is dependent upon the passage of a sales tax measure in Contra Costa County. Due to the low ridership on BART in Contra Costa, the County does not receive Federal funds for extensions. Therefore, in order to guarantee the generation of revenues for future extensions in Contra Costa, support for SB 1715 is crucial . Without the provisions of this legislation, it is doubtful that the County can expect to have the necessary funds for BART extensions in East and West County in the near or distant future.
