SUBJECT: Expansion of Career Development Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Commend the Personnel Department and Housing Authority for
the detailed analysis they provided our Committee on the
demographics of census tracts 3100, 3110, and 3120.
2 . Authorize the Director of Personnel to expand the Career
Development Program from 30 slots to 50 slots and expand the
program to include residents of Census Tract 3120 in the
Pittsburg area.
3 . Request the Director of Personnel to meet with the Director
of the Community Services Department and various nonprofit
community-based organizations to describe the Career
Development Program and encourage the community-based
organizations to implement a similar program.
4. Request the Director of Personnel to meet with the Executive
Director of the Contra Costa Council and various chambers of
commerce in the County to explain the Career Development
Program and encourage private businesses and industries in
the County to implement similar programs.
5 . Request the Director of Personnel to write to this County' s
state and federal legislators to explain the Career
Development Program and encourage them to take steps to see
that similar programs are implemented in state and federal
agencies, particularly those that maintain offices in this
County.
6 . Request the Director of Personnel to report back to our
Committee on Monday, September 26, 1988 at 10: 30 R.M.
regarding the status of efforts to implement ' each of the
above recommendations.
BACKGROUND:
On March 29, 1988, the Board approved a report from our
Committee, part of which requested the Director of 'Personnel to
consider additional census tracts which might be included in the/�

Career Development Program. On June 27, 1988, the Director of
Personnel and the Director of the Career. Development Program,
Lloyd Madden, presented our Committee with the attached report.
This report includes a very thorough demographic 'analysis of
three census tracts in the West Pittsburg--Pittsburg area. The
objective in considering any expansion of the Career Development
Program is to target residents of census tracts which are the
most economically depressed. Following an on-site visit to a
number of census tracts in the Pittsburg area, the decision was
made to gather detailed demographic statistics on three census
tracts: 3100, . 3110, 3120 . On nearly every basis of comparison
it is clear that census tract 3120 is in greater need than the
other two census tracts. .
Our Committee agrees that the Career Development Program, which
has been so successful in North Richmond and Parchester Village,
should be expanded. to census tract 3120 in the Pittsburg area.
We are also recommending a number of steps to attempt to transfer
the Career Development Program to the private sector and other ,
levels of government.
We would like to keep this item on referral to our Committee and
make further status reports to the Board in the future.'

SUBJECT: County Career Development Program Expansion Report
On March 21, 1988 the I.O. Committee requested a report on additional
census tracts which might be included in the County's Career Development
Employment Project. Expansion consideration was focused on East County and
the 1980 Census Data, considered to be the most reliable demographic data
available, was used to identify several census tracts which might be
suitable for the Career Development Project.
A census review committee consisting of Harry Cisterman, .Manuel Ramos and
myself observed the neighborhood conditions of the census tracts .(3100,
3110, 3120, 3131.01, 3131.02, 3132.02, 3141) by car, reviewed the
.socioeconomic characteristics, and .then agreed to concentrate our assessment
efforts on census tracts 3100,3110 and 3120. These three census tracts are
characterized by a diversity of social, economic and demographic conditions.
This diversity makes it imperative that any meaningful effort by the County
should be focused on a targeted area within the census tract(s) selected.
This report presents demographic statistics on the three census tracts we
have determined to be the areas of greatest need. A table of contents is
included to guide you through the review. process.
In conclusion, staff considered four primary socioeconomic conditions .in the .
process of formulating a recommendation to this committee. The conditions
we considered significant were:
I. General Housing Conditions
II. School Enrollment and Years Completed
III. Labor Force Participation
IV. Income Below Poverty Level
Our final analysis reveals that census tract 3120 is the area of greatest
need. It is also important to note that the El Pueblo Public Housing
Development is located in C.T. 3120 and the demographics provided by
Perfecto Villarreal, Executive Director, Housing Authority, can be found on
page 9 of the report.
Recommendation: Staff recommends that C.T. 3120 be considered for the
County's Career Development Project.
