HomeMy WebLinkAboutMINUTES - 07121988 - 2.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on July 12, 1988 by the following vote: AYES: NOES: See Vote Below ABSENT: ABSTAIN: ------------------------------------------------------------------ ------------------------------------------------------------------ SUBJECT: Proposed Landfill Permit Process Modification The Board received the attached report dated June 15, 1988 from the Solid Waste Commission recommending that the Board maintain the current procedures for processing new landfill proposals. Supervisor.. Tom Torlakson noted that the Board is being urged by the cities and the Mayor' s Conference to expedite the landfill .siting process. He expressed the opinion that the proposed modification to the landfill permit process would serve to expedite siting of a landfill, and recommended that the Board support the proposal. Supervisor Tom Powers stated that he did not believe the proposed modification would expedite the process and that staff was not in support of the proposal. He commented on the question of fairness to all applicants and the need to handle all applications for landfill permits in the same manner. Supervisor Sunne McPeak expressed her support for the proposed modification. She noted that under the new process all applicants would go through the same process but in different sequence. Supervisor Nancy Fanden noted that this matter had previously been before the Board, at which time the Board had agreed not to modify the process. She stated that the Solid Waste Commission had reviewed the proposal and had voted 7-1 to recommend that the landfill permit process not be changed. Supervisor Fanden moved that the Board ratify the recommendation of the Solid Waste Commission, and Supervisor Powers seconded the- motion. The vote was as follows: AYE: Supervisors Powers and Fanden NO: Supervisors McPeak and Torlakson ABSTAIN: Supervisor Schroder Due to the 2-2 vote, no action was taken on the recommendation to retain current procedures for processing new solid waste landfill applications. Supervisor McPeak referred to petitions being circulated to place initiatives on the November ballot relative to landfill sites and recommended that the Board consider measures to be placed on the ballot. Supervisor Fanden commented on the proposed Acme Fill Transfer Station and the need for the cities and franchising agencies to be involved in this matter. FINANCIAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATION on April 19 , 1988 , the Board referred this matter to the solid Waste Commission. At the June 15, 1988, meeting of the Solid Waste Commission, the Commission heard statements by both pro- ponents and opponents of a new, modified permit process for new landfill proposals,. as requested by Waste Management Inc. Based on the information provided, the Commission determined that the proposed process demonstrated no new significant improvements in the landfill process that would increase the speed and efficiency of processing landfill applications. Many of the Commissioners telt that all landfill applicants should follow the same applica- tion process. It was also determined that no significant amount of time savings would be had by adopting this proposed permitting process. The Commission voted -1 (with one abstention) to maintain the current procedures with regard to processing land- fill permit applications. EW/jn 150: swc.brd .
