SUBJECT: STATUS REPORT ON RAPE CRISIS SERVICES
SPECIFIC REQUEST(S) OR 'RECOMMENDATION(S) & .BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. ACCEPT report from County.'°Administrator on status of rape crisis services.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 28, 1988 you requested aprogress report in two weeks on the status of contract
negotiations with Rape Crisis Center of West Contra Costa for the provision of services in
both the west and central parts. of. the County; provisions to be included in that contract
.for ongoing program and fiscal monitoring; and status of the situation in east County.
West/Central County
The District Attorney's Office is negotiating A contract with Rape Crisis Center of West
Contra Costa for the provision• of services in both westand central County. It is
anticipated that this contract will be finalized by August 1., 1988. The contract will
include the requirement that the delivery. .of rape crisis services meet the standards
established by the State. Office of Criminal Justice Planning. . The Rape Crisis Center of
West Contra Costa currently meets those standards for west County services-.
Regarding Central County services., negotiations continue. It is anticipated that both the
Cities of Martinez and. Walnut Creekwill continue their level of support ($5,000 and
$7,000 per year respectively). Last fiscal .year, the City .of Concord awarded $18,000 for
rape crisis services in addition. to making space available for counseling and office use.
At this point, Concord's Urban Resources Commission is proposing to .reduce the level of
funding to $10,000, and the use-of city space is not yet. resolved. Both funding and space .
are .crucial if.the level .of service to sexual assault victims in central County, including
the City of Concord,- is to be maintained. . The Rape Crisis Center of West Contra Costa has
submitted •an application pursuant to City of Concord policy for the same level of funding
and support as last fiscal . year. The City Council will consider this proposal and the
recommendations of its Urban Resources Commission on August 2, 1988. Also representatives
of Rape Crisis Service of West Contra ..Costa will meet with a sub-committee of the City
Council on"Friday, July 15.
State Funding.
With respect -to . continuation of State funding for central County services, the State
Office of Criminal Justice Planning took the following act' n on Julyapproved $48,635

Status Report on Rape Crisis Services 2 July 11, 1988
for central County services with the special condition that such funding is contingent
upon each funding source (County and cities of Concord, Martinez, and Walnut Creek)
contributing the same level of funding as in FY 1987-88. OCJP funding is not available
for the East County area this fiscal year.
Program and Fiscal Monitoring
We have discussed with the Rape Crisis Center of West Contra Costa the question of program
and fiscal monitoring. It is the District Attorney's intent to jointly monitor this
program in cooperation with the city funding agencies involved, as well as with the staff
of the State Office of Criminal Justice Planning. This coordinated approach to monitoring
should be extremely beneficial, not only to the funding agencies, but to the Rape Crisis
Center itself. In addition, the agency will continue to submit its detailed progress
reports as required by the State, but modified so as to clearly identify services provided
in both west and central County. A requirement for an independent audit by a Certified
Public Accountant will be included in the contract. This audit will cover not only County
funds, but the total funding of the agency. This will give us a total fiscal picture that
we have lacked in the past. The Rape Crisis Center has agreed to and supports this
approach.
East County
On June 30, 1988 representatives of the County Administrator's Office and District
Attorney's Office met with the Board of Directors and staff of the East County Rape Crisis
Unit to explain the Board of Supervisor's action of June 28th to not renew the County's
contract with the Unit. A letter to the the President and members of the Board of
Directors from the County Administrator was hand-delivered and read explaining the
County's action. It was also explained that claims for reimbursement of fiscal year
1987/88 expenditures could not be considered until the various deficiencies detailed in
the audit report have been resolved, including the issue of payroll tax liability.
The directors present indicated that they would continue to review both the program and
financial audit reports and that they intended to develop a plan for correcting these
deficiencies which might take a number of months to accomplish. County representatives
were handed a packet entitled a "Woman's Place", which is intended to be a proposal for a
comprehensive service center to serve a variety of needs of women, as perceived by the
directors and staff. . The Directors indicated that they planned to use this proposal to
seek funding from private foundations and community donations now that public funding has
been lost. The East County Rape Crisis Unit is not currently eligible for funding from
the State Office of Criminal Justice Planning. This source of State funding for the
agency was eliminated over a year ago.
